CITY COUNCIL AGENDA REPORT MEETING DATE: APRIL 19, 2011 ITEM NUMBER: SUBJECT: APPOINTMENTS TO VARIOUS COUNCIL -APPOINTED COMMITTEES DATE: APRIL 12, 2011 FROM: CHIEF EXECUTIVE OFFICE PRESENTATION BY: TERRY MATZ, ASSISTANT CHIEF EXECUTIVE OFFICER FOR FURTHER INFORMATION DANIEL K. BAKER AT (714) 754-5156 CONTACT: RECOMMENDATION: That the City Council makes appointments and reappointments to fill vacancies on the following: • Access, Building, Fire and Housing Board of Appeal • Cultural Arts Committee; • Historical Preservation Committee; • Redevelopment and Residential Rehabilitation (3R) Committee BACKGROUND: Council Policy 000-2 (attached) pertaining to Council appointed committees, notes that expiration of all committee terms shall be tied to one of two time periods annually: April or October. Currently, there are vacancies on the above committees, due to either term expirations or resignations. New members have been solicited for all committees having vacant positions through press releases, flyers placed in the City Hall lobby and by word- of-mouth through Committee members and liaisons. City Council last made appointments and reappointments to various Committees at their October 5, 2010 meeting. For this period, there are a total of nineteen (19) vacancies, consisting of regular and alternate vacancy positions on four Committees. Those appointed and reappointed will serve until April 2012. ANALYSIS: Staff has received 27 applications for this recruitment for the four Committees having vacancies. This is a higher number of responses received as compared to the last recruitment in October, in which 10 interest forms were submitted for three Committees. Eight of the applications are requests for reappointments. One application is a request by an Alternate Committee Member to be reappointed as a Regular Member. Two press releases were distributed: on March 7, and March 29, 2011. Flyers were also placed in the City Hall lobby and information was posted on the City's website and CMTV. 1 Attachment 1 provides a list of all committees and the applicants who have requested appointments or reappointment to each, as well as the number of vacancies (expired terms and resignations). Supporting documents (Attachment 2) include current rosters for each committee and Committee Interest Forms. As noted in the Background section, Council Policy 000-2 (Attachment 3), provides additional information on the recruitment and appointment process. ALTERNATIVES CONSIDERED: None. FISCAL REVIEW: No fiscal review is required for this item. LEGAL REVIEW: No legal review is required for this item. CONCLUSION: City Council needs to make appointment and reappointment selections to the respective Committees. All appointments and reappointments are to expire April of 2012, in accordance with Council Policy 000-2. DANIEL K. PURPOSE: Assembled in the summer of 1992, this board was appointed by the City Council for presiding over appeals that are relevant to its title and passing judgment on such appeals. In November 2000, per recommendation by staff liaison, the City Council combined the Access Appeals Board with the Building, Housing and Fire Code Board of Appeals. The Board of Appeals shall have no authority relative to interpretation of the administrative provisions of this code nor shall the Board be empowered to waive requirements of this code. Arvin High School: HVAC Upgrades, Cafeteria & Kitchen ($835,559.21) and Library ($512,033.00), Kern High School District: Project Architect for the contract administration of these two projects that provide for new HVAC equipment, replacement roof, new ceiling and flooring finishes for both buildings. Los Angeles Unified School District: Project architect for this new 57.500 SF elementary school sewing approximately 650 students, on two levels and will reside on a dense site of 2.7 acres. As project architect, Christopher led a diverse team to produce documents using Revit Architecture. His knowledge and experience helped locate and resolve coordination clashes before DSA and the client received them. Resolving the garage exhaust resulted in a workable, buildable design. Verifying the clearance in the garage and stairs meant a smooth DSA plan check process. Winning bid by Pinner Construction $25,000,000.00. Taft Elementary School Modernisation and Energy Project. Santa Ana Unified School District: The school serves nearly 900 students in 60,000 SF of classrooms. The modernization portion brings modern, code compliant, electricity and fire alarm service to the site. The classrooms are designed to make use of projectors and projector screens for multimedia teaching capabilities. As project architect, Christopher presented the energy project, to the client to explain the benefits. A 15 kilo -watt photovoltaic system adorns a new lunch shelter and trellis to provide self generation of electricity. Self generation of power is projected to save 32% of annual electricity bills. Additionally, changing the lighting to efficient fixtures will cut by one third the electricity used for lighting. Marina High School, Monterey Peninsula Unified School District. As project architect, Christopher shepherded their Interim housing project through DSA. He supervised a local architect during the DSA submittal and documentation process. Additionally Christopher coordinated with consultants and updated exhibits for the master plan for the New High School at the same site. Since that time, City Council opted to modify the recruitment and selection of Planning and Parks & Recreation Commissioners. Council Policy 000-2.5 was subsequently established to provide the specific procedures for recruitment and selection process for both Commissions. Council Policy 000-2 has been changed to cover only the City's appointed committees and boards. PURPOSE To provide clear and cohesive policies which assist appointed committee and board members in performing their duties, and procedures for new committee and board formation. POLICY 1. Bring community attitudes and needs into focus by providing valuable communication links between the community and the government of the City. 2. Upon review of the Formation Request Form, City Council may constitute a new committee or board by formal action. Where the membership on a committee or board is reduced to less than a majority of the members of such a body due to vacancies by resignation of its members, the quorum shall be a majority of the remaining members of such body until the vacancies are filled by City Council; provided, however, that under no circumstances would the quorum be lowered to less than three (3) committee or board members. (For example, a committee formed by City Council, which has seven members, would need four members to be present for the committee to take formal action on a matter on the agenda for the meeting. If vacancies occur due to resignations of the members, the quorum would be adjusted to require a minimum of three members to be present for the committee to take formal action on a matter on the agenda while the vacancies have not been filled by City Council. Once the vacancies are filled, the quorum would return to the requirement of four members.)
