RECOMMENDATION:
1. Adopt plans, specifications, and working details for the 2010-2011 Citywide Street
Rehabilitation Project, City Project No. 11-07.
2. Award a construction contract to All American Asphalt, Post Office Box 2229, Corona,
California, 92878-2229 in the amount of $2,778,000.00 (base bid plus all additive bid items).
3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
The renewed Measure M (M2) funding program requires that cities in Orange County maintain a
uniform approach to rating streets and a standardized Pavement Management Program. City
staff recently completed the transition to the new MicroPaver software program in accordance
with the M2 eligibility guidelines. The new pavement software provides technical guidance and
analysis to assess pavement conditions, and the means to compare the street network across
City boundaries. Based on the pavement analysis recommendations, staff prepared a
prioritization list and recommendation of streets to be repaired, which were included in the
scope of work for the 2010-2011 Street Maintenance Project.
The streets proposed for maintenance under this project are within the target area bordered by
the Santa Ana River, Gisler Avenue, Harbor Boulevard, and Adams Avenue. A listing of the
streets and the recommended maintenance procedure is shown on Attachment 'T'.

The pavement maintenance portion of work for this project consists of the localized reconstruction
of failed sections of the existing roadway; milling the existing pavement and placing an overlay of
asphalt concrete; placement of an asphalt concrete leveling course to fill low spots within the
roadway; the application of a Type I slurry seal; and replacement of the traffic markings, striping,
and traffic control. In addition, the contract will require the localized reconstruction of damaged
concrete sidewalk, curb and gutter, cross gutters, and driveways. The contractor is required to
complete all of the tasks necessary to perform the work as outlined in the contract documents.
The City Clerk received and opened six (6) bids for this project on April 27, 2011. All American
Asphalt was the apparent low bidder with a base bid proposal of $2,393,000. The Engineer's
estimate for this work was $3,529,984. An analysis of the bids indicates that the apparent low
bidder submitted a proposal that is thirty two percent (32%) lower than the Engineer's estimate. The
variance between the low bidder and the Engineer's estimate may be attributed to continued
competitive conditions in the construction industry at this time. The Bid Abstract is included as
Attachment "2".
In addition to the base bid, the bidders were required to provide prices on three additive bid items to
be considered for award only if the bids were favorable and funding was adequate to cover the
additional cost. These Additive Items, AD1, AD2, and AD3 consist of additional labor and material
to increase the number of streets that may be repaired with this contract. Approval of these additive
items to the contract will allow the City to complete the repair of the majority of the streets currently
in need of rehabilitation in the Mesa Verde area of the City. The incorporation of the additive bid
items will result in a net increase to the contract of $385,000. Due to the favorable bid received for
this work, and the overall project cost being significantly below the Engineer's estimate, staff
recommends the inclusion of the additive items of work.
The license and references of All American Asphalt were checked and staff has found them to be in
good standing. All American Asphalt has successfully completed many projects in the City of Costa
Mesa including most recently the rehabilitation of Sunflower Avenue (from Avenue of the Arts to
Anton Boulevard), Vanguard Way, and Wilson Street (between Newport Boulevard and Fairview
Road).
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all the bids. If all the bids were rejected, the
City would need to readvertise or cancel the project. Staff believes that readvertising the project will
not result in lower bids and canceling the project is not recommended because the streets are in
need of the proposed street maintenance work. The Council may also consider awarding only the
base bid. However considering the favorable bids received for this work, staff does not recommend
this option.
FISCAL REVIEW:
This project will be fully funded from available Gas Tax funds.
LEGAL REVIEW:
All American Asphalt has furnished the necessary bonds and insurance, which have been
approved as to form by the City Attorney's office. After the award and subsequent execution of the
contract, a "Notice to Proceed" will be issued.
CONCLUSION:
The City has received bids for the 2010-2011 Citywide Street Rehabilitation Project, City Project No.
11-07. Staff has evaluated all of the bids and recommends that the City Council adopt the plans,
specifications, and working details for said project; award the contract base bid and additive items
to the apparent low bidder All American Asphalt in the amount of $2,778,000; and authorize the
Mayor and the City Clerk to execute the Public Works Agreement.
