RECOMMENDATION
Staff recommends that City Council approve the Parks and Recreation Commission
recommendation to approve the request made by Friday Night Lights Flag Football for Group 1
field user status and grant them a waiver of all field rental fees per the Field Use and Allocation
Policy.
BACKGROUND/ ANALYSIS
Under the Field Use and Allocation Policy, Group 1 Field Users are non-profit youth organizations
that have an "everyone plays" philosophy and turn no child away that wants to play. In addition,
they have to have either 75% or greater Costa Mesa residency to use City fields, 50% or greater
Costa Mesa residency to use Newport Mesa Unified School District (NMUSD) fields or have
been grandfathered in by the City Council. Group 1 organizations have highest priority, equal to
City sponsored leagues, to use the City and School District fields. Group 1 field user fee waivers
are approved by the City Council.
Newport Mesa Friday Night Lights (FNL) meets all the requirements to become a Group 1 Field
User under the Field Use and Allocation Policy. Attachment 1 is a letter from FNL requesting Group
1 status which will waive field rental and light usage fees. Staff has verified that the organization is
a non-profit recreational flag football league for youth between the ages of 5 to 14 from Costa
Mesa and surrounding cities. The league started in 2006. During the Winter/Spring 2011 allocation
period (February - June) they had 71 Costa Mesa residents out of 91 total participants (78% Costa
Mesa residency).
FNL utilized two fields on Friday nights at the Farm Sports Complex during the Winter/Spring 2011
allocation period. At that time, FNL paid the non-resident field rental fees ($30 hourly rate) as it
was a new organization to Costa Mesa and they didn't have rosters to document that the
organization was comprised of at least 75% Costa Mesa residents.
At the May Parks and Recreation Commission meeting (Attachment 2) the Commission
recommended that the City Council to approve the request made by FNL for Group 1 field user
status and grant them a waiver of all field rental fees per the Field Use and Allocation Policy. At
the July 5, 2011 City Council meeting, City Council continued this report to the July 19 meeting.
FISCAL REVIEW
FNL's primary season operates from September to November on Friday nights for five hours from
4pm to Spm. FNL has requested the use of three (3) fields on Friday nights at the Farm Sports
Complex during the Summer/Fall 2011 allocation period (August -December). Waiver of field
rental fees for FNL is valued at $4,920.
LEGAL REVIEW
No legal review required.
ALTERNATIVES CONSIDERED
The Council could choose to not support the petition of Newport Mesa Friday Night Lights.
CONCLUSION
Staff recommends that City Council approve the Parks and Recreation Commission
recommendation to approve the request made by Friday Night Lights Flag Football for Group 1
field user status and grant them a waiver of all field rental fees per the Field Use and Allocation
Policy.

a. Tree Removal Request — 354 Flower Street Deny
MOTION made by Commissioner Ethan Temianka, seconded by Vice Chairman Kim
Pederson and carried four to zero, with Commissioner Dean Abernathy being absent, to
authorize the removal of tree #2, #4, and #7 located at 354 Flower Street, and for the
replacement trees with one (1) twenty-four inch box -size tree and two (2) fifteen gallon -
size trees to be planted elsewhere on City property for each tree removed. The
applicant would pay all removal and replacement costs.
The trees must be removed and mitigation trees provided to the City within one year
from the date of final approval, after which the approval expires.
b. Field User Rental Fee for Group 1 Organizations Provide direction
MOTION made by Chairman Jeff R. Mathews, seconded by Vice Chairman Kim
Pederson and carried four to zero, with Commissioner Dean Abernathy being absent, to
receive and file the report.

MOTION made by Vice Chairman Kim Pederson, seconded by Chairman Jeff R.
