BACKGROUND:

At the City Council meeting of September 20, 2011, Mayor Monahan suggested that City
CEO Thomas Hatch respond to questions, and comments of the public speakers and to
make his report as to any follow-up to public comments, made previously, directly after
Public Comments listed on the Agenda. Pursuant to Costa Mesa Municipal Code
Section 2-48 a resolution to modify the Order of Business on the City Council Agenda to
reflect the reorder must then be adopted.
ANALYSIS -
The proposed modification of the order of business on the agenda is for the City CEO to
address public comments and/or questions, and to provide updates on any follow-up
requests previously made, as well as to report other facts that are important for the
public, as well as the Council, to know about. The CEO Report is recommended to
occur after Public Comment and before the Consent Calendar. The Report by the City
Attorney will remain after Council Members' Reports, Comments and Suggestions.
If the change is approved, the new Order of Business would appear as follows:
Pledge of Allegiance
Moment of Solemn Expression
Roll Call and Call to Order
• Announcements
• Special Presentations
• Public Comments
• CEO Report
• Consent Calendar
• Public hearings
• Old Business
• New Business
• Council Members' Reports, Comments and Suggestions
• City Attorney Report
• Closed Session (as needed)
• Adjournment
FISCAL REVIEW:
There is no fiscal impact to this item.
LEGAL REVIEW:
The City Attorney has approved the resolution as to form.
CONCLUSION:
The Costa Mesa Municipal Code requires that changes to the Order of Business be
adopted by resolution (Attachment 1). To make the prescribed change in listing the
CEO's Report after Public Comments, staff recommends that the attached resolution be
adopted.
