RECOMMENDATION:

BACKGROUND/ANALYSIS:
At the last City Council meeting Council Member Mensinger requested that a report be
agendized regarding a potential hiring freeze. Based on Council policies and direction, the
City's re -organization efforts have resulted in a significant reduction in the overall number of full
time employees this year in response to the current fiscal issues.
In fiscal year 2008-09, the total number of full-time city staff was 611. Through a variety of
reasons, including retirements, lay-offs, as well as resignations, the total number of full-time
staff is now at 497. This number includes certain positions that were only partially budgeted for
and will not be filled.
Currently, the Chief Executive Officer carefully reviews each hiring request made by the
Department Heads and approves only those requests that are essential in order to continue
services.
As it is the Council's goal to provide a high-level of service to the public, while keeping the
numbers of full-time staff to only what is absolutely needed, the CEO has formulated a 3
member team to evaluate all hiring requests for the reminder of this fiscal year.
Team members are recommended to include: Assistant Chief Executive Officer, Director of
Finance and Technology, and the Human Resources Manager.
The team will receive requests directly from

The CEO will consider the recommendations and make a final administrative decision regarding
hiring requests giving significant consideration for the council's desire for the level of service to
the community while keeping the fiscal impacts in mind.
ALTERNATIVES CONSIDERED:
1. The Council could impose a hiring freeze on all vacant positions City wide. This action
may result in less than desired level of service to the public.
FISCAL REVIEW:
The decision to form a team to evaluate each hiring request does not have a fiscal impact on
the City's budget. Further, the team will consider evaluations of those budgeted/vacant
positions.
LEGAL REVIEW:
There is no legal review needed with this report.
CONCLUSION:
In order to provide an adequate level of service to the public, and yet follow through on Council
policy to reduce staffing costs, the CEO has created a team consisting of the Assistant Chief
Executive Officer, Director of Finance and Technology, and Human Resources Manager to
evaluate and review each hiring request and make recommendations to the CEO for a final
decision.
