RECOMMENDED ACTION:
Award a contract to CNC Engineering, 1 Corporate Park Suite 101, Irvine, California 92606, in an
amount not to exceed $81,910 for design services, and authorize the Mayor and the City Clerk to
execute the Professional Services Agreement (Attachment 1).
BACKGROUND:
Based on staff's observations and recommendations from the City's Pavement Management
System, the following streets are in need of pavement rehabilitation at this time:

The existing pavement conditions within the project limits are poor. Many factors such as soil
condition, weather, aging, traffic, utility work, and tree roots have contributed to the deterioration
of sections of pavement, curb and gutter, and sidewalk.
ANALYSIS:
The design scope of work for Project "A" consists of the preparation of final plans, specifications,
and construction cost estimates. The engineering work includes, but is not limited to: field
surveying, design for replacement of damaged curbs and gutters, cross gutters and spandrels,
sidewalks, driveways and driveway approaches, wheel chair ramps, and design of an asphalt
overlay to rehabilitate the roadway sections.
The design scope of work for Project "B" consists of preparation of street base maps only.
Staff initiated the Request For Proposals (RFP) process for the design phase of the project and
received two proposals on September 12, 2011. The proposals were reviewed for compliance
with the City's RFP, and the consultants were evaluated based on project understanding, depth
of experience, technical expertise, ability to meet the schedule, and associated factors.
After careful review of all proposals, staff has selected CNC Engineering as well qualified to
perform the work. The firm's Project Manager has a thorough understanding of the project and
has successfully completed similar projects in the City, as well as in other jurisdictions. Staff
has determined the proposed cost for consultant services, $81,910 to be reasonable for
meeting the City's requirements as listed in the Scope of Services. The cost for services
translates to approximately three percent of the estimated construction cost for the project, and
is well within industry standards for this type of work.
ALTERNATIVES CONSIDERED:
The City Council may choose to not award a design services contract for the stated project and
direct the work to be performed by in-house engineering staff. However, due to the large number of
projects currently being handled by the Engineering Division, significant delays in implementing this
project would be experienced. Delays are estimated to be from twelve to fifteen months.
FISCAL REVIEW:
Funding for this project was appropriated in the current fiscal year within the Citywide Street
Improvements project with Gas Tax and Measure "M" as the funding sources. There is sufficient
available balance to fund the design and construction costs associated with this project.
LEGAL REVIEW:
The City Attorney has reviewed and approved the attached Professional Services Agreement
(Attachment 1) as to content and form.
CONCLUSION:
The subject streets are in need of pavement rehabilitation at this time. It is recommended that the
City Council award the design services contract to CNC Engineering in an amount not to exceed
$81,910.00, and authorize the Mayor and the City Clerk to execute the Professional Services
Agreement.
