2011-2012 CITYWIDE STREET MAINTENANCE AND PARKWAY MAINTENANCE

Award a contract to Case Land Surveying, Inc., 641 N. Eckhoff Street, Orange, California 92868,
in an amount not to exceed $278,500 for topographic survey services, and authorize the Mayor and
the City Clerk to execute the Professional Services Agreement (Attachment 1).
BACKGROUND:
Based on staff's analysis and recommendations from the City's Pavement Management System, a
number of residential and collector streets were selected for rehabilitation and recommended for
funding with the City's 2011-2012 Capital Improvement Budget. In addition, target areas were
selected for the 2011-2012 Parkway Maintenance Program. The attached maps depict the
proposed locations for these two annual programs (Attachment 2). Staff has estimated the
proposed budget for these two projects at $6.9 million.
ANALYSIS:
The services required for these two projects consist of field topographic surveying for the
replacement of damaged roadway improvements including curb & gutter, and cross gutters and
spandrels. The topographic information will be utilized by in-house staff to complete the design
phase of the two programs.
Due to the magnitude of the 2011-2012 Street and Parkway Improvement Programs the
required surveying data collection is extensive and beyond staff's resources at this time. Staff
advertised the project for the data collection services and received one proposal on September 12,
2011. The proposal was reviewed for compliance with the City's Request For Proposals (RFP),
and the consultant was evaluated based on project understanding, depth of experience,
technical expertise, ability to meet the schedule, and associated factors.
After careful review of the proposal, staff has determined that Case Land Surveying is well
qualified to perform the work. The firm's Project Manager exhibited a thorough understanding of
the project scope, and has demonstrated to have the technical ability and expertise with similar
projects their firm have completed in the City, as well as in other jurisdictions. Staff has
determined the proposed cost for consultant services to be reasonable for meeting the City's
requirements as listed in the Scope of Services. The cost for services translates to
approximately four percent of the estimated construction cost for the project, and is well within
the industry standard.
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to not award a design services contract for the stated
project, and perform the engineering work with City staff. Due to the volume of work and the large
number of projects currently being handled by the Engineering Division, a significant delay in
implementing this project would be experienced if staff were to perform the engineering in-house.
Delays are estimated to be from twelve to fifteen months.
FISCAL REVIEW:
Funding for the Citywide Street Improvements, Parkway Repair and New Sidewalk Construction
projects was appropriated as part of the FY 11-12 Capital Improvement budget, with Gas Tax
($5.4 million) and Measure "M" ($1.5 million) as the funding sources. The budget for these
projects includes funding for the topographic survey services contract as proposed.
LEGAL REVIEW:
The City Attorney has reviewed and approved the attached Professional Services Agreement
(Attachment 1) as to content and form.
CONCLUSION:
Staff completed the evaluation of the RFP submitted for the Topographic Survey of the Citywide
Street Maintenance and Parkway Maintenance Programs. It is recommended that the City Council
award the design services contract to Case Land Surveying, in an amount not to exceed
$278,500 and authorize the Mayor and City Clerk to execute the Professional Services Agreement.
