SUBJECT: PROPOSAL EVALUATION FOR PROFESSIONAL ENGINEERING
SERVICES FOR THE DESIGN OF ALLEY NO. 122 (PROJECT A) AND
.................................................
ALLEYS NO. 28, 29, 30 AND 31 (PROJECT B) .ALLEY
REHABILITATION PROJECT
The Public Services Department prepared a Request For Proposals (RFP) and
advertised the above projects for design services. On August 29, 2011, four consulting
firms, as shown below, submitted proposals to perform the requested services.
1. CIVIL WORKS ENGINEERS
2. CNC
3. ONWARD ENGINEERING
4. KABBARA ENGINEERING
A four -member consultant selection panel, made up of Public Services Department
staff, carefully evaluated all proposals. The evaluation was based on the following
criteria:

The final ranking, as established by the evaluation team, is tabulated in Exhibit "A."

In compliance with the Mini -Brooks Act, which establishes local agency guidelines for
the selection of professional services consultants, City staff rated KABBARA
ENGINEERING as the top qualified consultant. Their proposal clearly represented their
firm as having the technical knowledge needed, and substantial experience on projects
of a similar nature.
Based on the established criteria, the consultant selection team has determined that
KABBARA ENGINEERING is well qualified to perform the required professional
engineering services for the subject project. The fees from KABBARA ENGINEERING
as shown in Exhibit "A" are in line with the City's estimate, and indicate they are within
fee ranges of the consultant engineering industry to provide the requested services.
