Authorize the Chief Executive Officer (CEO) or his designee to participate in the Orange County Chapter Trauma Intervention Program (TIP). 2. Approve Budget Adjustment No. 12-005 in the amount of $10,000 to appropriate funds to the Police Department Telecommunication's operating budget for the TIP program. BACKGROUND: The Trauma Intervention Program was founded in 1985 in San Diego, CA and has 15 affiliates serving over 250 cities across the nation. The Orange County Chapter of TIP began in 1995 and has 95 volunteers serving 20 jurisdictions, 14 hospitals, and 11 public safety agencies. In January 1997, TIP began to serve the City of Costa Mesa and continued until 2009, when the City's participation was discontinued due to budget restraints. The Orange County Chapter of TIP has 50 volunteers serving the cities surrounding Costa Mesa and 7 of these volunteers are Costa Mesa residents. In 2010, the Orange County Chapter responded to 1,059 calls, serving 6,354 citizens, and provided 9,531 services to the citizens of Orange County. TIP Volunteers must complete a rigorous 55 -hour national training academy and screening process, including background checks to be certified as a TIP Volunteer. After certification, new volunteers spend 3 months in the field working with a veteran volunteer before they are able to operate independently as a TIP Volunteer. ANALYSIS: The City of Costa Mesa continues to evaluate viable options that can be a resource to better serve the community. TIP Volunteers are available 24 hours a day, 365 days a year, and will respond within 20 minutes of being requested by public safety personnel (i.e., police and fire) to respond to traumatic events and aid residents in times of need. TIP Volunteers respond to assist victims and/or family members dealing with natural or unexpected deaths, violent crimes, fires, disoriented or lonely elderly persons, motor vehicle accidents, attempt suicides, and individuals who are distraught and/or seeking immediate support. Additionally, all TIP Volunteers are critical incident trained and 1 approximately half are qualified as Scene Coordinators. The City's participation in TIP can provide a valuable resource to residents during a traumatic time in their life and to individuals who often do not have the resources necessary to deal with a tragic event. Participation in TIP will also alleviate the demand placed upon first responders and allow them to focus on their primary responsibilities. ALTERNATIVES CONSIDERED: Council may choose to not enter into the Professional Service Agreement with TIP. FISCAL REVIEW: The adopted budget for FY 2011/2012 does not include funding to participate in TIP. The annual cost to participate is based on the calculation of 12 cents per capita using the most recent city census. The 2011 census shows Costa Mesa's population is 109,960. Therefore an estimated annual contract would be $13,195, which would be prorated for remainder of the 2011-12 fiscal year. Budget Adjustment No. 12-005 has been created to allocate $10,000 from the Contingency budget to the Police Department Telecommunication's operating budget for TIP. LEGAL REVIEW: Not required. CONCLUSION: Staff recommends that the City Council authorize the CEO or his designee to participate in the Orange County Chapter Trauma Intervention Program and approve Budget Adjustment No. 12-005, which appropriates funds to the Police Department Telecommunication's operating budget.
