FAIRVIEW PARK WETLANDS AND RIPARIAN HABITAT PROJECT PHASE III

RECOMMENDATION
1. Approve the attached resolution (Attachment 1) for the submittal of a grant application to the
State of California's River Parkways Grant Program under the Safe Drinking Water, Water
Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 for the
Fairview Park Wetlands and Riparian Habitat Project Phase III, Outdoor Interpretive Center
Project.
2. Authorize the Interim Public Services Director as the City's representative.
BACKGROUND
Competitive grant applications for the State of California's River Parkways Grant Program under the
Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond
Act of 2006 are due in October 2011. Grant awards are scheduled to be made in April 2012.
ANALYSIS
The City's grant application to the State of California's River Parkways Grant Program will be for
$1,500,000. Funding will pay for Phase III of the Fairview Park Wetlands and Riparian Habitat
Project which includes the construction of an outdoor interpretive center, observation deck,
signage, benches, picnic tables, decomposed granite trails, and native grassland habitat.
Phase I of the project was completed in September of 2009. Phase II has been funded by
several grants and is currently under construction.
No City match is required to apply for this grant program. Plans and specifications for this
project have been partially completed by City staff and a consultant; therefore, the grant funding
would be sufficient to complete Phase III of the Fairview Park Wetlands and Riparian Habitat
Project.
If grant funding is approved, construction would begin in late 2012 with completion estimated to
occur by the fall of 2013. To apply for these grant funds a resolution approving the filing of an
application and naming the Interim Public Services Director as the City's authorized representative
is needed.
ALTERNATIVES CONSIDERED
If the Council chooses not to submit a grant application for this project, staff will continue to pursue
other grant programs and alternative funding.
FISCAL REVIEW
No City match is required for this grant program.
LEGAL REVIEW
The proposed resolution is approved as to form.
CONCLUSION
It is recommended that the City Council approve the filing of a grant application with the State of
California's River Parkways Program under the Safe Drinking Water, Water Quality and Supply,
Flood Control, River and Coastal Protection Bond Act of 2006 for the Fairview Park Wetlands
Outdoor Interpretive Center Project, and authorize the Interim Public Services Director as the
City's representative.
