RECOMMENDATION:
That the City Council makes appointments and reappointments to fill vacancies on the
following:
• Cultural Arts Committee
• Historical Preservation Committee
• Investment Oversight Committee
• Redevelopment and Residential Rehabilitation (3R) Committee
• Costa Mesa Senior Center Board of Directors
BACKGROUND:
Council Policy 000-2 (attached) pertaining to Council appointed committees, notes that
expiration of all committee terms shall be tied to one of two time periods annually: April or
October. Currently, there are vacancies on the above committees and Board, due to
either term expirations or resignations. New members have been solicited for all
committees having vacant positions through press releases and advertisement on the City
website, CEO E -briefing and on CMTV.
The City Council last made appointments and reappointments to various Committees in
the Spring. For this Fall recruitment period, there are a total of nineteen (19) vacancies,
consisting of regular and alternate vacancy positions on four of the. Committees. Those
appointed and reappointed will serve until October 2013 unless otherwise noted. The
appointment to the Costa Mesa Senior Center Board will be made to fill an unexpired two-
year term and will be extended to October 2012, so that it can be included in the
recruitment schedule.
ANALYSIS:
At the close of the recruitment period, staff had received 38 applications for the vacancies
on the four Committees and Board; an outstanding response. Nine of the applications are
requests for reappointments.. One application is a request by an Alternate Committee

Member to be reappointed as a Regular Member. A few more applications have been
received after the due date and those late applications will be submitted under a separate
memorandum for Council consideration.
Three press releases were distributed: on September 6th, September 16th and September
23, 2011. The recruitment was also posted on the website and in the CEO's E -briefing as
well as CMTV.
Attached is a list of all committees/board and the applicants (Attachment 1) who have
requested appointments or reappointment to each, as well as the number of vacancies
(expired terms and resignations).
Supporting documents include current rosters for each committee/board and applications
(Attachment 2) as well. as Council Policy 000-2 (Attachment 3), which provides additional
information on the recruitment and appointment process.

None.
FISCAL REVIEW:
No fiscal review is required for this item.
LEGAL REVIEW:
No legal review is required for this item.
CONCLUSION:
City Council is scheduled to make appointments to the respective Committees, in
accordance with Council Policy 000-2. Appointments, and reappointments, are for two-
year terms and will expire October of 2013, with the unexpired term on the Costa Mesa
Senior Center Board of Directors expiring October 2012.
