Smokinq Prohibition at City Athletic Fields and Community Gardens Ms. Lisa McPherson made a brief presentation Discussion between Commissioner Dan Vozenilek and Ms. McPherson ensued on whether or not there have been many complaints on this issue, and whether or not the Park Rangers are able to enforce this. Discussion between Chairman Jeff R. Mathews and Ms. McPherson occurred on whether or not there are cities that have a smoking ban for athletic fields only as opposed to City fields, parks, and facilities. Public Comments: Al Malone Resident, Costa Mesa Mr. Malone voiced his concerns to the Commission. He is in support of the smoking ban. Mr. Malone suggested that the Commission follow the surrounding cities smoking ban ordinance. 2. John Rubright Resident, Costa Mesa Field Permit/Spokesman for AYSO Region 120 Mr. Rubright addressed the Commission. He supports this item and believes that this will be a great asset. 3. Sean Patterson Costa Mesa Pop Warner Mr. Patterson asked the Commission for clarification on whether it is specifically for no smoking or no tobacco products. Discussion between Chairman Jeff R. Mathews and Ms. McPherson took place on staff that is able to enforce the ordinance. Discussion between Commissioner Dan Vozenilek and Ms. McPherson ensued on extending the smoking ban to include City parks that have play equipment. Discussion between Vice Chairman Kim Pederson and Ms. McPherson occurred on whether or not parking lots are included in the request. MOTION made by Commissioner Dan Vozenilek, seconded by Vice Chairman Kim Pederson and carried four to zero, with Commissioner Dean Abernathy being absent, to approve and recommend that City Council prohibit the use of tobacco and tobacco related products at City -owned athletic fields (Farm Sports Complex, TeWinkle Athletic Complex, Luke Davis Field at Lions Park) and the two Community Gardens. To also include a smoking ban within a 50 foot radius of all City parks that have playground equipment intended for children under the age of 9.
