RECOMMENDATION:
Appoint members to the TeWinkle Park Athletic Complex Task Force.
BACKGROUND:
At the August 10, 2011 Parks and Recreation Commission Special Meeting, the Commission was
presented with a report describing the results of the request for Statements of Qualifications (SOQ)
for the upgrade, operation, and maintenance of the TeWinkle Park Athletic Complex. At the
meeting, the Commission received public comments and each of the firms that submitted SOQ's
made presentations that outlined the nature of their services and shared ideas for this facility. The
Commission directed staff to bring back a report outlining the procedure for the formation of a
committee or task force to look into this concept in more detail.
At the September 28, 2011 Parks and Recreation Commission meeting, the Commission received a
report outlining the procedure to establish a Task Force that will be charged with the task of looking
into the concept to upgrade, maintain, and operate the facility through a private/public partnership.
The Commission recommended the City Council consider the approval of the formation of a Task
Force composed of nine voting members representing the community and user groups; and two task
force members and two -alternates representing the Commission.
On October 4, 2011, at the regular City Council meeting, the Council approved the formation of a
nine (9) member Task Force and directed staff to seek applicants from the various user groups and
stakeholders.
On November 15, 2011, the City Council directed staff to extend the application period to allow
additional members of the community, who where interested in participating in the TeWinkle Task
Force, to submit applications to potentially increase the number of voting members on the Task
Force. In addition, the City Council discussed the increase in Task Force members from 9 to 13
members. The Council also clarified that the Task Force is to look into the details of developing the
private/public partnership and ensuring all community impacts resulting from the project scope are
fully mitigated.
Since the Task Force is formally approved by the City Council, it will be subject to the Brown Act
requirements, and meetings will be opened to public comment. The Task Force is an advisory
committee that will assist in recommending to the Council on policy goals and project scope. A draft
of the final results from this work effort will be presented to the Parks and Recreation Commission
and the City Council.
Staff reopened the application period through November 22, 2011. The following is an updated list
of applicants received from the community, Del Mar Homeowners Association, and user groups
interested in participating in the Task Force. Council -designated groups and organizations were
contacted to confirm their initial interest to participate, and their endorsement of their applications
received on their behalf. Staff received one (1) application after the deadline and the application has
been included for Council's discretion. The list (Table 1) also includes City Council and Parks and
Recreation Commission members. At the discretion of the City Council, the number of Task Force
members can be increased from 9 to 13 members.

ALTERNATIVES CONSIDERED:
The City Council may select to not convene the Task Force and provide their input at a scheduled
City Council presentation. This alternative is not recommended as input from User Groups, the Mesa
Del Mar Homeowners Association, and Members -At -Large is essential to the successful
development of a publictprivate partnership, and to ensure impacts to the community are mitigated.
FISCAL REVIEW:
There is no fiscal impact with the recommended action.
LEGAL REVIEW:
A legal review is not required for this item.
CONCLUSION:
The City Council, at their meeting of November 15, 2011, directed staff to extend the period to
receive applications to serve on the TeWinkle Task Force. Staff contacted interested and active
organizations, such as user groups and a homeowners association, to provide additional names for
City Council consideration for appointment to the TeWinkle Park Athletic Complex Task Force. Staff
has received additional applications from individuals and user groups (Table 1) and requests that
Council approve the appointment of these individuals and/or organizations to the TeWinkle Park
Athletic Complex Task Force.
