RECOMMENDATION:
Accept the work performed by Black Rock Construction, Inc., and authorize the City Clerk to file
the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On June 21, 2011, a construction contract in the amount of $280,002.25 was awarded to Black Rock
Construction, Inc., 282 North St. Crispen Avenue, Brea, California, 92821.
Alley No. 116 is located east of Newport Boulevard from 23rd Street to Wilson Street, Alley No. 75 is
located west of Fullerton Avenue and south of Flower Street. Alley No. 76 is located south of Flower
Street between Alley No. 75 and Fullerton Avenue. The alley reconstruction work consisted of removal of
the existing alley sections, construction of new concrete pavement sections, and other incidental work
needed to complete the project in accordance with the contract documents. In addition, the work at Alley
No. 116 required the construction of a storm drain and appurtenances to provide proper drainage.
Before Improvement Improvement Completed
ANALYSIS:
The work required by the contract documents was completed on November 3, 2011 to the satisfaction of
the City Engineer. The final contract cost amounted to $278,410.50. A report of the final costs is included
herein as Attachment "1."
A summary of the costs is as follows:
Original Contract Cost: $280,002.25
Final Quantity Adjustments ($ 1,591.75)
Final Contract Cost $278,410.50
The final contract price reflects a 0.6% decrease to the original contract as a result of the aforementioned
final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to Black Rock Construction, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Gas Tax revenues.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Alley Nos. 116, 75, and 76 Improvement Project has been completed. It is recommended that the
City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35
days after the Notice of Completion filing date; and release the bonds accordingly.
