RECOMMENDATION:
Appoint members to the TeWinkle Park Athletic Complex Task Force.
BACKGROUND:
At the August 10, 2011 Parks and Recreation Commission Special Meeting, the Commission, was
presented with a report describing the results of the request for Statements of Qualifications �(SOQ)'
for the upgrade, operation, and maintenance of the TeWinkle Park Athletic Complex. At the
meeting, the Commission received public comments and each of the firms that submitted.SOQ's
made presentations that outlined the nature of their services and shared ideas for this facility. The
Commission directed staff to bring back a report outlining the procedure for the formation of a
committee or task force to look into this concept in more detail.
At the September 28, 2011 Parks and Recreation Commission meeting, the Commission received a
report outlining the procedure to establish a Task Force that will be charged with the task of looking
into the concept to upgrade, maintain, and operate the facility through a private/public partnership.
The Commission recommended the City Council consider the approval of the formation of a Task
Force composed of nine voting members representing the community and user groups; and two
task force members and two alternates representing the Commission.
On October 4, 2011, at the regular City Council meeting, the Council approved the formation of a
nine (9) member Task Force and directed staff to seek applicants from the various user groups and
stakeholders.
ANALYSIS:
Since the Task Force is formally approved by the City Council, it will be subject to the Brown Act
requirements, and meetings will be opened to public comment. The Task Force is an advisory
committee that will assist in recommending to the Council on policy goals and project scope. A draft
of the final results from this work effort will be presented to the Parks and Recreation Commission
and the City Council.
Staff has received applications from sports user groups, the Del Mar Homeowners Association, as
well as residents at large -who have expressed their interest to participate in the Task Force. Based
on Council direction, this Task Force will be composed of nine (9) members, as follows: (2)
Representatives and (2) Alternates from the Mesa Del Mar Homeowners Association (HOA); (1)
Representative and (1) Alternate from each Group No. 1 - User Group; (1) Representative and (1)
Alternate from a Member -At -Large; and (2) Representatives and (2) Alternates from the Parks and
Recreation Commission.
The following is a list of the proposed members and their alternates. Council designated groups
and organizations were contacted and have provided names for their members and alternate
members for this purpose (Table 1). The list also includes City Council and Parks and Recreation
Commission members.

ALTERNATIVES CONSIDERED:
The City Council may select to not convene the Task Force and provide their input at a scheduled
City Council presentation. This alternative is not recommended as input from User Groups, the
Mesa Del Mar Homeowners Association, and Members -At -Large is essential to the successful
development of a public/private partnership.
FISCAL REVIEW:
There is no fiscal impact with the recommended action.

A legal review is not required for this item.
CONCLUSION:
The City Council, at their meeting of October 4, 2011, directed staff to contact interested and active
organizations, such as user groups and a homeowners association, to provide names of their
selected representatives for City Council consideration for appointment to the TeWinkle Park
Athletic Complex Task Force. Staff has received applications from individuals and user groups
(Table 1) and requests that Council approve the appointment of these individuals and/or
organizations to the TeWinkle Park Athletic Complex Task Force.
