SUBJECT: EXTENSION OF THE SHORT-TERM AIR SUPPORT SERVICES CONTRACT WITH THE
CITY OF HUNTINGTON BEACH

RECOMMENDATION:
1. Authorize the CEO to administratively execute an extension of the current short-
term contract with the City of Huntington Beach for helicopter support services
from January 1, 2012 to June 30, 2012, not to exceed the amount of $150,000
dollars.
2. Approve Budget Adjustment #12-008 in the amount of $150,000 to appropriate
funds to the Police Department budget for helicopter services from the General
Fund - Contingency budget amount.
BACKGROUND:
On June 7, 2011, the City Council voted to authorize the CEO to execute a short-term
contract with the City of Huntington Beach for helicopter services from July 1, 2011 to
December 31, 2011. During the first three months of the contract, the Air Support Unit
(ASU) has been responding to and assisting on calls when appropriate and consistent
with the types of calls handled previously by A.B.L.E. Staff believes the Huntington
Beach ASU has been responsive and is providing adequate service within the limits of
the authorized contract.
Also included as Attachment 2 is a 10 -year historical net cost to the City for the
AirBourne Law Enforcement (ABLE) Program. The schedule displays the salaries and
benefits, maintenance and operations and revenue amounts separately.
ANALYSIS:
The current short-term contract will expire on December 31, 2011. If it is not extended
the City will not have access to daily air support services, but instead will be limited to
emergency air support services only in accordance with local mutual aid agreements.

ALTERNATIVES CONSIDERED:
The City Council could decide not to authorize an extension of the contract and limit the
City of Costa Mesa to emergency air support services only in accordance with local
mutual aid agreements.
FISCAL REVIEW:
The cost for air support service is $700 dollars per hour of flight time not to exceed
$150,000 dollars for the six month contract. Since the adopted FY 11-12 budget only
included an amount for service until December 2011, Budget Adjustment # 12-008
allocates $150,000 from the General Fund — Contingency budget to continue this service
until June 30, 2012.
LEGAL REVIEW:
Legal has reviewed the documents and approved them as to form.
CONCLUSION:
The current contract with the City of Huntington Beach for air support services expires
on December 31, 2011. Based upon the available information, staff believes the
contract should be extended for the six month period from January 1, 2012 to June 30,
2012.
