RECOMMENDATION:
Accept the work performed by Liberty Climate Control, Inc. and authorize the City Clerk to file
the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On June 7, 2011 a construction contract in the amount of $545,600.00 was awarded to Liberty Climate
Control, Inc., 2447 N. Chico Avenue, South EI Monte, CA 91733. This project was constructed under
the funding guidelines of the American Recovery and Reinvestment Act (ARRA) of 2009.

ANALYSIS:
The work required by the contract documents was completed on December 13, 2011, to the satisfaction
of the City Engineer. The final contract cost amounted to $545,600.00. A report of the final costs is
shown herein as Attachment "I".
A summary of the costs is as follows:
Original Contract Cost: $ 545,600.00
Change Order No. 1 0.00)
Final Contract Cost: $ 545,600.00
Change Order No. 1 was a no -cost change order to delete the bid item for preparation of an audit of
pre-existing and post—construction energy efficiency within the City Hall and Police Facility. In lieu of this
work, an updated refrigerant monitor panel was added at the Police Facility to comply with current code
requirements. An energy audit was already conducted through the City's partnership with Southern
California Edison; therefore no additional energy efficiency analysis was required.
As of this date, there are no Stop Notices filed against the monies due to Liberty Climate Control, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded entirely with Federal ARRA Energy Efficiency and Conservation Block Grant
funds, which provided for 100 percent reimbursement of the construction costs.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The American Recovery and Reinvestment Act, Energy Efficient Chiller Compressor Replacement
Project at the City Hall and the Police Facility, City Project No. 11-03 has been completed. It is
recommended that the City Council authorize staff to file the Notice of Completion; release the
remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds
accordingly.
