Accept the work performed by All American Asphalt and authorize the City Clerk to file the Notice of Completion. 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond one (1) year after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On June 21, 2011, a construction contract in the amount of $2,778,000.00 was awarded to All American Asphalt, Post Office Box 2229, Corona, California, 92878-2229 for the construction of the City's Annual Street Rehabilitation program. The pavement maintenance portion of work for this project consisted of the localized reconstruction of failed sections of the existing roadway; milling the existing pavement and placing an overlay of asphalt concrete; asphalt concrete skin patching to fill low spots; the application of a slurry seal; replacement of the traffic markings and striping and traffic control. The contract also included the localized reconstruction of damaged concrete sidewalk, curb and gutter, cross gutters, and driveways. A total of 96 streets were rehabilitated with this program. ANALYSIS: This contract positively impacted neighborhoods throughout the Mesa Verde area and selected streets in the College Park and EI Camino neighborhoods by reconstructing approximately 29,375 square feet of damaged sidewalk; repairing 151 driveways; constructing 18 new ADA accessible ramps; and removing and reconstructing approximately 21,750 linear feet of curb and gutter. This project will significantly reduce the City's liability associated with damaged concrete parkway improvements in these areas. The work required by the contract documents was completed on February 3, 2012, to the satisfaction of the City Engineer. The final contract cost amounted to $2,678,033.21. A report of the final costs is included herein as Attachment "1". A summary of the costs is as follows: Original Contract Cost: $2,778,000.00 Change Orders and Final Quantity Adjustments: ($99,966.79) Final Contract Cost: $2,678,033.21 The final contract price reflects a 3.6% decrease to the original contract as a result of the aforementioned final quantity adjustments. As of this date, there are no Stop Notices filed against the monies due to All American Asphalt. ALTERNATIVES CONSIDERED: There were no alternatives considered for this item. FISCAL REVIEW: This project was funded from Gas Tax and Measure M revenues from Fiscal Year 2010-2011. LEGAL REVIEW: There is no legal review required on this item. CONCLUSION: The 2010-2011 Citywide Street Rehabilitation Project has been completed. It is recommended that the City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.
