BACKGROUND: A Special Event Permit application was submitted to the City on February 8, 2012 (Attachment 2), requesting permission to close certain streets to conduct the May 6, 2012 OC Marathon_ The application is currently being reviewed by the City's Special Event Committee, comprised of representatives from various City departments. This is the fourth year the City of Costa Mesa participates in the OC Marathon which has been an annual event in the Orange County area since 2004. Similar to the previous marathons, the proposed route for the 2012 OC Marathon begins at Fashion Island in the City of Newport Beach and finishes at the Orange County Fair and Event Center. in Costa Mesa. The OC Marathon event is comprised of three sub -events: 1. Full Marathon (26.32 miles) 2. Half -Marathon (13.27 miles) 3. 5K Fun Run/Walk (3.1 miles) The proposed route for this year's marathon was changed from prior years due to the new finish line proposal, ongoing construction activity in Fairview Park, and feedback received from the marathon participants. The routes within Costa Mesa for the full and half -marathon events are shown on Attachments 3 and 4, respectively. There are minor changes in the route proposed for the 2012 5K Fun Run/Walk, mostly within the OC Fair and Event Center. A map depicting the route for the 2012 5K Fun Run/Walk is shown in Attachment 5. Within Costa Mesa, the streets affected by the Full OC Marathon include portions of Santa Ana Avenue, Bristol Street, Red Hill Avenue, Main Street, Sunflower Avenue, Avenue of the Arts, Bear Street, Gisler Avenue, Country Club Drive, Mesa Verde Drive West, Adams Avenue, Placentia Avenue, Oriole Drive, Canary Drive, Tanager Drive, Golf Course Drive, Harbor Boulevard, Merrimac Way, Fairview Road, and Fair Drive. The affected streets for the Half - Marathon include portions of Santa Ana Avenue, Mesa Drive, Newport Boulevard Southbound Frontage Road, and Fair Drive. The affected streets for the 5K Fun Run/Walk are Fairview Road and Merrimac Way. The full marathon event is proposed to start in the City of Newport Beach at 5:36 a.m. This is a change from the previous year's marathon start time of 6:60 a.m. Street closures will occur as runners progress along the route. For the full marathon, street closures in Costa Mesa would begin at approximately 6:66 a.m. and the last affected road segments would reopen no later than 1:00 p.m. The half -marathon event is proposed to start in the City of Newport Beach at 6:30 a.m. This is also changed from the previous year when Moth full and half -marathon events started at 6:00 a.m. The staggered start time is expected to result in a smoother start for both events. For the half -marathon event, street closures in Costa Mesa begin at 7.00 a.m. and the fast affected road segments reopen no later than 10:34 a.m. The 5K Fun Run/Walk will begin and end at the OC Fair and Event Center. For the 5K Fun Run/Walk, street closures will begin at 7:15 a.m., and the last affected road segment will reopen no later than 8:36 a.m. Since the proposed routes for all three events are not among the three previously -approved Special Event Street areas in the currently approved resolution (Attachment 6), City Council approval is required of these new street closures. ANALYSIS: Prior years' marathon events have enjoyed success due to the efforts of organizers, as well as City staff. For the 2011 OC Marathon, the organizers conducted an extensive outreach to churches and businesses that are open during the time of the street closures and detours. In addition, residential areas affected by closures were notified in advance. On the event day of the 2011 OC Marathon, eight police management personnel, 70 sworn officers, 14 civilian officers, and 96 explorers (from Costa Mesa and other agencies) provided support to the event. The Fire Department had 10 personnel stationed at the Emergency Medical Services (EMS) tent for the event. As a result of close coordination between various City departments and event organizers, and implementation of traffic control, impacts on many residential and commercial areas as well as arterial streets have been minimized. Proposed Route Changes: Attachment 3 depicts the 2012 Marathon route in Costa Mesa. Compared to previous marathon events, there are no changes to the initial portion of the route in Costa Mesa along Santa Ana Avenue, Red Hill Avenue, Sunflower Avenue, and through South Coast Plaza. The marathon is then routed to the City of Santa Ana at Raitt Street from westbound Sunflower Avenue. The marathon is proposed to re-enter the City of Costa Mesa from the Santa Ana River Trail at Gisler Avenue. In prior years, the run proceeded along the river trail to Fairview Park. The proposed new route is along eastbound Gisler Avenue between the Santa Ana River Trail and Country Club Drive. The route proceeds along Country Club Drive along the west side of the street and continues along Mesa Verde Drive West along the east side of the street. The marathon route then crosses Adams Avenue at the Mesa Verde Drive WestlPlacentia Avenue intersection, and continues along Placentia Avenue to Oriole Drive. The remaining portion from this point is identical to earlier years up to the Fairview Road/Merrimac Way intersection, where instead of proceeding straight to Gate 3 of the Fairgrounds, the marathon is routed along Fairview Road along the east side of the street and to Fair Drive along the north side of the street, adjacent to the Fairgrounds. The marathon enters the Fairgrounds' property towards the finish line at the Main Gate across from City Hall. 2 Street Closures: A number of minor residential and major arterial streets will require full closure, while some other streets will require either half -closure (one direction), or partial closure (only the closure of one or two lanes in one direction). In order to minimize the impacts, the closure of streets will be phased to occur as the fastest runners approach, and will be reopened as the last of the runners and the official sweep vehicle passes by. The fastest marathon runners are expected to finish in approximately two hours and 20 minutes. The overall length of time for the slowest runners of the marathon with traffic control will be limited to a maximum of seven hours. The marathon begins at 5:30 a.m.; therefore, the last runner permitted on the course with traffic control would finish no later than 12:30 p.m. A sweep vehicle will circulate through the course in time with the slowest paced runner to ensure the course is clear and that streets can be reopened as soon as possible. Attachment 7 presents a brief summary of the arterials affected by the proposed full marathon, half -marathon, and 5K Fun Run/Walk routes through Costa Mesa. The changes from prior marathon events include closures on Gisler Avenue, Country Club Drive, Mesa Verde Drive West, Fairview Road, Southbound Newport Boulevard Frontage Road, and Fair Drive. The proposed new closures in the Mesa Verde area were presented to the Mesa Verde Community, Inc. Board at their meeting on February 16, 2012. Information on traffic detours and the notification process was presented at the meeting. The Board is supportive of the proposed new route and will include notifications/announcements within their website and as part of resident communication. The OC Marathon event organizers also met with the Mesa Verde Country Club staff to review the event details and proposed street closures, and present detour options. Additional information to assist the patrons to the Mesa Verde Country Club and to navigate the proposed closures will be presented as the event date approaches. Impacts to traffic flow will occur at various intersections as marathon participants move along the route, beginning as early as 6:30 a.m. and ending at approximately 1:00 p.m. Attachment 8 identifies the major intersections where traffic detours are necessary to provide for the safety of runners while crossing intersections. As shown in the attachment, traffic control on Harbor Boulevard and Fairview Road will be conducted as "soft closures,' whereby vehicles will be allowed through as gaps in runners permit. With the proposed new routing, Adams Avenue will be subject to full closure for approximately two hours followed by a soft closure for up to four hours. Advance warning signs will be positioned to advise drivers of possible delays during this time. Traffic control will be actively managed by Costa Mesa Police Officers, allowing traffic to pass though the closed area as much as possible. With the proposed closure of the Adams Avenue at Placentia Avenue/Mesa Verde Drive West intersection, there will be coordination with the City of Huntington Beach staff for placement of advance warning signs within their City limits to minimize congestion and delays. Staff has also reviewed planned street improvement projects within the City for any conflicts with the 2012 OC Marathon and confirms that no projects are scheduled on streets that would impact the proposed route for this event. Close monitoring of project schedules will continue as the date of the marathon approaches. Traffic Control: OC Marathon representatives estimate up to 12,000 participants and 12,000 spectators along the 26 -mile route. Due to the large scale of the event and magnitude of street closures, lane closures, and detours, the Transportation Services Division will require that the applicant be responsible for preparation and submittal of detailed traffic control plans prepared by a Registered Traffic Engineer. Additionally, the applicant will be responsible for furnishing all traffic control devices such as canes, signs, and barricades required for the event. The overall traffic control at intersections and driveways will be directed by Costa Mesa Police Department Officers and Explorers. 3 The Police Department will staff this event similarly to prior year events making necessary adjustments for the proposed route modifications. Since the OC Marathon is being held on a Sunday, it will not affect weekday peak rush-hour traffic. Therefore, during the hours in which the event occurs in Costa Mesa, it is expected to have a lesser impact on traffic flow. With traffic control at all locations monitored and managed by the City's Police Department, emergency access to all properties is assured at all times. Fire Department personnel on the Special Event Committee are involved in reviewing the Special Event Permit application and will include any necessary conditions and implement appropriate measures to ensure emergency response is not affected. Public Information: The applicant will be conditioned to provide written notification prior to the event to • all property owners and tenants affected by the street closures. Some samples of correspondence are included with the Special Event application (Attachment 2). The applicant is engaged in discussion with private property owners in the Theater and Arts District and South Coast Plaza area, as well as the Orange County Fair and Event Center, for approval to utilize those properties for the event and, based on those discussions, anticipates their approval. The applicant and City staff will review additional requirements for public notification with the proposed route changes in the Mesa Verde area and Adams Avenue. Similar to prior years, staff Will work with the applicant to identify and be certain that all properties directly affected by the event receive adequate notice of the time and period of closure, as well as proper detour information. Additionally, as part of traffic control requirements, Public Services Department staff will require the placement of changeable message signs at key locations in advance of the event to give adequate notice of the planned street closures. OC Market Place: The OC Fair and Event Center has cancelled the OC Market Place during the weekend of the 2012 OC Marathon. This eliminates a major traffic issue that is experienced by the OC Market Place vendors and visitors alike. The traffic restrictions on Fairview Road, southbound Newport Boulevard Frontage Road, and Harbor Boulevard, create long delays to visitors to the OC Market Place. The cancellation of the OC Market Place will reduce the amount of traffic on these roadways and may result in significantly fewer impacts. Parking for the OC Marathon event will be significantly improved due to the cancellation of the OC Market Place. Areas of Improvement: After the 2011 marathon, staff and event organizers reviewed the overall event and recommended certain improvements and modifications for future events. The following are some of the observations and areas for improvement for the 2012 OC Marathon event: • "No Parking" and "Tow Away" signs should be pasted one week in advance of the event. • Warning signs should be posted on all major thoroughfares in the City as well as along the marathon route, several days prior to the event. • Consider "soft closure" option for Red Hill Avenue to provide access to businesses and improve detour signing for Red Hill Avenue. ■ Improve course signage for full and half -marathons. ALTERNATIVES CONSIDERED: One alternative would be not to approve the requested applicant to revise the route to use other streets. This preferred by the organizations as it will potentially have event. 4 route as submitted and direct the alternative, however, would not be significant impacts. on the planned Council may also choose not to approve the resolution and the requested street closures. This may result in cancellation of the 2012 OC Marathon. FISCAL REVIEW: The applicant will reimburse for Police and Fire support during the event per the Special Event application. LEGAL REVIEW: As part of the Special Event Permit application, the applicant will be required to provide the City with indemnity and insurance per the City's requirements. The City Attorney has reviewed and approved the attached resolution as to form. CONCLUSION: A Special Event Permit application has been submitted to the City requesting closure of certain streets on May 6, 2012, to conduct the 2012 OC Marathon. Staff requests City Council approval to close the identified streets for this event. Costa Mesa Fire Department, Newport Beach Fire Department, Orange County Fire Authority (OCFA) and Santa Ana Fire Department are providing a paramedic level response for their respective response areas as dedicated by their normal operating procedures. Care Ambulance Service and MSMI will serve as The OC Marathon medical staff at all on -course Medical Aid Stations. MSMI will serve as The OC Marathon's medical staff for the Main Medical Aid Station (OC Fair & Event Center). EMERGENCY C IJIIiJ TIONS PLAN, All on -course Medical Aid Stations and Main Medical Tent will be in direct contact with the Unified Command Post. In the event of an emergency, injury or death related to the race, the following outlines the specific protocol with regards to communicating to the media: I. The Fire Department and/or Police Department of the city in which the incident occurs will be notified by the Unified Command Post of any emergency or medical aid issue on the course requiring transport. a. 911 activation may also be made via telt phone by the Medical Aid Station personnel. if this method is used, notification of the 911 activation must be relayed to the Unified Command Post by radio. 2. Coordination of medical staff and ambulance needs due to 911 activations made by the public will be coordinated at the Unified Command Post. 3. In the event of media inquiry regarding any race related emergency, injury or death, please direct all media inquires to Gary Kutscher with The OC Marathon. He will then redirect media requests. 4. Gary Kutscher is the only person authorized to speak on behalf of The OC Marathon to the media in the case of a major injury or death of a race participant. S. There will be five (5), 40 yard roll -off dumpsters located in this area. The franchise hauler will be Ware Disposal Company. There will be 5o cardboard trash boxes set-up the Finish Line Festival area at the OC Fain & Event Center. There will be 50 cardboard trash boxes set-up around the Start Line at Fashion Island. There will be 3-96 Gallon trash cans at each water station. The OC Marathon will contract with a Clean Street(Street Sweeper) to clean up start line. All waste from the Start Line and on -course water and medical stations will be cleaned up by volunteers and brought back to the OC Fair & Event Center following the clean-up at each station. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, because of the impact that special events have on city streets and traffic when a full or partial street closure is required for such a special event, the City Council of the City of Costa Mesa finds that it is expedient that routes be established to enable the public planning such special event's advanced notice and options regarding areas in the city where such street closures are permitted. WHEREAS, in accordance with the recently adopted special event ordinance, the ` City Council does hereby establish the following routes for any and all special everts requidng full or partial street closures. NOW, THEREFORE, BE IT RESOLVED as follows: ection 1. The CKys pre -designated event routes are hereby established as follows and shown by the maps of each area in Attachment 1 which is attached hereto and incorporated herein by this reference: Y If If Sunflower Avenue, west of Harbor Scenic Avenue Hyland Avenue Cadillac Avenue Harbor Gateway North Harbor Gateway South Howard Way Toronto Way Note: South Coast Drive is not included in order to maintain access to 1-405 fre€way as well as private streets that are not subject to the City's jurisdiction, but could be included in the above route with the private property owner's permission. Those private streets include: Business Park drive, Corporate Drive, Metro Drive and Sunland Lane. Streets located either east or west of Red Hill Avenue_ No simultaneous closures will be allowed on both sides of Red Hill Avenue for a single event.
