It is recommended that the City Council:
1. Receive and file this report;
2. Direct staff to schedule a review of the proposed fire services restructuring model at an
upcoming study session; and
3. Authorize staff to rescind layoff notices that were distributed to Fire Department
personnel.

On February 16, 2011, in response to a joint agreement between the City and the Costa Mesa
Firefighters Association, the City Council directed staff to solicit a formal proposal from the
Orange County Fire Authority (OCFA) to contract out fire services. After lengthy analysis and
discussion, the City Council determined that OCFA's business points were not in the best
interest of the City at that time and determined that no action would be taken regarding the
proposal and that the City would continue with in-house Fire Department services, but explore
options through a Fire Services Request for Proposal.
In November 2011, the City Council authorized staff to release a Request for Proposal (RFP) for
Fire Services based upon the analysis provided by both the Fire Services Contracting
Committee and the Fire Department. Upon the closure of the bid process on February 17,
2012, the City received no bids to provide contract fire services.
Due to the fact that no bids were received to provide fire services and since Fire Department
personnel have expressed interest in bringing forward a plan for reorganization in a manner that
improves service to the community and achieves cost savings while maintaining our own in-
house staff, it is staff's recommendation to immediately rescind the layoff notices previously
distributed to fire personnel.
CONCLUSION:
At this time, it is in the City's best interest to discontinue the exploration of outside fire service
providers and to focus efforts on internal restructuring and rescind layoff notices to affected Fire
Department personnel.
