BACKGROUND:
On June 21, 2011, a construction contract in the amount of $309,066.25 was awarded to RMF
Contracting, Inc., dba R&M Electrical Contracting, 26301 Dimension Drive, Lake Forest, California,
92630.
The work for this project consisted of the installation of energy-efficient sports field lighting and light
poles, including upgrading the electrical system with a new transformer; removal and replacement of the
existing fencing with new vinyl -coated fencing; installation of protective netting on the south and west
side of the field; and repairing the landscaping and irrigation on the field.
1
ANALYSIS:
This project significantly improved the quality and appearance of this sports facility for the benefit of the
users and the surrounding neighbors. In addition, the City will realize significant cost savings due to the
installation of the new energy-efficient light fixtures and improvements to the electrical system. This
system has the capability to activate lights on and off individually or in groups remotely via telephone or
online. The energy and carbon footprint reduction over the useful life of the system is 1.2 million kWh
and 873 metric tons of CO2, respectively. Additionally, due to the installation of the expanded protective
netting as part of the project, the City's liability associated with damages from stray balls will be
significantly reduced.
The work required by the contract documents was completed on October 31, 2011, to the satisfaction of
the City Engineer. The final contract cost was $330,360.44. A report of the final costs is included
herein as Attachment " 1 ". A summary of the costs is as follows:
Original Contract Cost: $309,066.25
Change Orders and Final Quantity Adjustments: $21,294.19
Final Contract Cost: $330,360.44
Change Order No. 1 was processed to upgrade the size of the light poles behind home plate and
connect the protective netting to the new structures. Change Order No. 2 included the addition of a
mid -rail on the outfield fence. Change Order No. 3 involved the repair of underground utilities,
replacement of the dugout posts and retaining curb, and final quantity adjustments to the base contract.
The final contract price reflects a 6.9% increase to the original contract as a result of the
aforementioned contract change orders and final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to R&M Electrical Contracting.
