SPECIAL MEETING OF THE
CITY COUNCIL
CITY OF COSTA MESA
July 13, 2010
The City Council of the City of Costa Mesa, California met in a Special
Closed Session, on Tuesday, July 13, 2010 at 7:25 p.m. at City Hall in
Council Chambers, 77, Fair Drive, Costa Mesa. The meeting was called to
order by the Mayor.
I. ROLL CALL:
Council Members Present: Mayor Allan R. Mansoor
Mayor Pro Tem Wendy Leece
Council Member Katrina Foley
Council Members Absent: Council Member Eric R. Bever
Council Member Gary Monahan
Officials Present: City Manager Allan L. Roeder
Assistant City Manager Thomas R. Hatch
Deputy City Attorney Thomas Duarte
Public Services Director Peter Naghavi
Development Services Director Kim Brandt
Senior Planner Mel Lee
City Clerk Julie Folcik
II. Public Comment
No public comments.
III. Closed Session
Pursuant to Government Code Section 54957.6, conference with Allan L.
Roeder, City Manager and Labor Negotiator, Agency Negotiator: Stephen N.
Mandoki, Administrative Services Director, regarding Employee
Organizations: Costa Mesa City Employee Association (CMCEA), Costa
Mesa Firefighters Association (CMFA), Costa Mesa Police Association
(CMPA), Costa Mesa Police Management Association (CMPMA) and
Unrepresented Employees (Executive and Confidential).
The Mayor recessed the meeting to Conference Room 1 B for the closed
session at 7:27 p.m.

The meeting was reconvened at 7:52 p.m. and it was announced that no
action was taken.
ADJOURNMENT
The special meeting adjourned at 7:52 p.m.
