COMMITTEE: Cultural Arts Committee
REPRESENTATION: At the October 18, 2011 City Council Meeting; Council
reduced membership to 9 regular and 2 alternate members
(original status was 11 regular & 3 alternate members).
PURPOSE: The Cultural Arts Committee works with City Council to
support cultural arts programs and to bring art awareness to
the residents of Costa Mesa, The City of the Arts. This

Committee works to establish programs, events and
information that help residents access the arts in many
different venues, and through multiple sources.
MEETING SCHEDULE: The Committee meets on the 2nd Thursday of the month at
6:45 p.m.
MISSION STATEMENT
The purpose of the Cultural Arts Committee is to enhance, promote and support our
rich artistic community of Costa Mesa, the City of the Arts.
2011 GOALS/OBJECTIVES:
1. Implement and maintain an Artist and Gallery Association City Website
Web page (located on Cultural Arts Committee City Webpage)
• Directory of Costa Mesa Artists (Free Membership- includes artist name;
art media; email address and website info)
• Networking opportunities for Costa Mesa Artists (meet & greet mixers at
CM galleries)
• Directory map of Costa Mesa Galleries and event advertisement
• Networking opportunities for Costa Mesa Gallery owners (meet & greet
mixers at CM galleries)
2. Continue to obtain Sponsorship donations
3. Implement "Food and Art" related event
4. Create a Sub -Committee to oversee displayed art in the City Hall Youth Art Gallery
5. Conduct 2 Juried Artist Showcases and Art in the Park
• Incorporate Performing Art at each Artist Showcase
• Provide a Art Broker to sell Art at Artist Showcases
• Integrate local businesses and galleries involvement in each Artist Showcase
and Art in the Park
6. To obtain measurable achievements (i.e. surveys)
7. Staff Liaison continues to monitor and promote upcoming Committee and CM
Gallery/Artist events on Facebook page.
LONG TERM
1. Permanent Art Gallery to display art work of Costa Mesa artists
2. Provide City Council with advice relative to issues relating to Cultural Arts
2010 ACCOMPLISHMENTS
1) Artist Showcase
• Artist Showcase XIII was held at Whittier Law School (3333 Harbor Blvd) on
Saturday, March 13 from 6-10pm. All art was juried and 40 artists exhibited juried
selected piece(s) (72 pieces shown) of art. A featured artist was selected to use
their art piece as the graphics for the flyer and allowed to display all three
submitted pieces. Mesa Art and Engard Arts displayed pieces. The venue and
water were donated. eVocal entertainment was utilized. Over 300 people visited
the showcase.

• Over 300 artists are emailed on upcoming Artist Showcases
• Fifteen new artists were selected to show art pieces.
2) Sponsorship program was approved by the Community Foundation to assist in
offsetting future events and projects cost. Brochure was designed and distributed.
3). Provide four "Art in the Park" events during the Summer Concerts in the Park series.
Donated face painting, craft supplies and paints for each of the four concerts. Mesa Art
donated 4 four x four display boards for participants to paint; design was created by
SOY participants. Hurley donated T -Shirts for participants to purchase for $5 to paint;
$470 was raised.
4) Cultural Arts Committee Facebook page promoted Vanguard University Theatre and
Arts & Learning Conservatory productions, Engard Arts and Mesa Arts openings, Art in
the Park and Artist Showcase XIII.
5). Youth Art Gallery booked for entire year

I am interested in getting involved with the city to enhance the lives of residents and promote local venues
and artists through cultural arts. Costa Mesa is rich in the arts including several concert venues, theater
venues, collegiate/professional programs, summer concerts, special displays, plus others that I may not yet
know about. It would be a benefit to the city and residents to continue to expand arts programs, and grow
awareness to increase local community participation. I have been a long-time patron the local arts programs,
and would embrace an opportunity to serve on this committee. I have been involved in many organizations,
and have a strong record in completing tasks to attain goals.

As a 45 -year resident of Costa Mesa, I have been involved with the arts in our city for many decades.
1. My family and I have had season tickets to South Coast Repertory almost since its inception.
2. We also have had season tickets to the Orange County Philharmonic Society, the Orange County Opera
Pacific, now defunct.
3. Currently, we have season tickets to the Pacific Symphony and the Ballet series.
In effect, Segerstrom Hall and the new Renee and Henry Segerstrom concert hall has become a second
home to me and my husband.
believe that, considering my background in the performing arts, I could work alongside the other Cultural
Arts Commissioners to maintain and foster a vibrant and thriving environment for fostering art and music in
our City.

We should have much more cultural arts groups, venues, and opportunities than we currently have. Some
of the northern cities are catching up to us or are ahead of us, notably, Fullerton.
Promotion of our city as a cultural arts center is lacking. I don't see the drive or energy that we must have to
develop and maintain a thriving cultural arts presence. Our city is not aggressive in promotion and in
providing venues and financial resources. To be a City of the Arts, we need to act like one and make it a
serious effort. Lip service and good intentions will not work. We need to be at the vanguard rather than
followers.
More opportunities for up-and-coming artists are needed. And promotion of same.
Perhaps a location for a district for artists to gather, integrate, and display their talents needs to be created.
A location that comes to mind is the under-utilized Downtown Recreation Center. Better yet, a location
closer to the Camp on Bristol Street. Laguna Beach has a nice one located in Laguna Canyon. This locale
is visible and accessible.
We have a world class performing arts venue and I think we are resting on our laurels. We need something
of equivalent value for the visual arts, a place for community theaters that is more visible and easy to find.
The REA center is a nice place and a fine theater but who goes there? Who can find it? The little theatre in
the strip mall on Victoria Street is poorly located. A central location for community theatres would be great.
How about the SOHO off the 405 freeway?

As a resident of Costa Mesa, I would like to serve my city, and the nest expression of that would be on the
Cultural Arts Committee. As an artist who has a graphic design and photography business, I feel as
though 1 would be best suited in this capacity. I have a strong passion for the arts, and would love to see
more community involvement in getting artists recognition (especially younger ones) in the city they reside
in. I have previously worked at Vanguard University with students on projects such as Yearbook and
Digital Media, training them, and helping them develop their craft. I would seek to serve In whatever
capacity required to assist the members of the committee to further the cause of arts in our city.

I am enthusiastic about the Cultural Arts Committee's current long- and short-term objectives regarding the
Arts in Costa Mesa. I would like to advance and continue my participation in the art community of Costa
Mesa via the Cultural Arts Committee and its' goals. As an artist, an art student, and recognized public

expanding Costa Mesa's current art community, and broadcasting that community to the rest of the world.
With over ten years experience volunteering as one of the top three Administrators of the Costa Mesa, CA —
Wyndham, Victoria, Australia Sister City Education Exchange Program, I feel that I am in a unique position
to globally connect The City of the Arts. The Exchange Program is financially supported by the Costa Mesa
Conference and Visitors Bureau. I hope to create an art tour of Costa Mesa for future exchange groups and
would like to work with the Cultural Arts Committee and CVB on this pursuit. Costa Mesa is the home to an
immense collection of public and private art; the recent exhibit at Crystal Court at South Coast Plaza proves
the depth of the City's artistic riches. When overseas with the Education Exchange Program, I always
advertise Costa Mesa as a cosmopolitan destination for artists and art patrons. Per example, when I shared
with an art instructor that we have a Henry Moore sculpture in Costa Mesa, she immediately asked to travel
with the exchange program!
I am applying to graduate programs in the fall to pursue an M.A. in Museum Studies or Public Practice
(Public Art). I have been studying art beyond my B.A. in preparation. This summer I will attend the
International Summer Academy at the Auschwitz-Birkenau State Museum and the Jagiellonian University in
Poland. Primary focus will be issues surrounding historical site preservation, operations, and the museum.
Almost all studies will be on-site at the former Nazi concentration camp. I hope to follow that program with an
Art Study Tour of Israel offered through the Galilee International Management Institute.apramsoffer

I have been great enthusiast of Cultural Arts for most of my life. I would truly enjoy the opportunity to sit on
the Cultural Arts Committee of the city I love, Costa Mesa. Any way that I could help improve our community
would be exciting to me. And since i feel that improving a city through cultural arts is a great way to do it, I
would really like to be a part of the process.
I would very much enjoy being part of a committee that could encourage a dynamic artist community here in
Costa Mesa. Why should Laguna Beach have all the fun? I think it would be great to foster artists in our
community both young and old. I would like to see more venues for our local artists to display their works
and be appreciated...
I feel that the arts are important for people of all ages. It's been shown that children benefit dramatically
from art education, adults benefit and the elderly have an improved quality of life when art is brought into
their lives.
The same can certainly be said of music and I'm proud to be part of city that can say it's the home of the
Segerstrom Center for the Arts. I would like to see that wonderful resource be made available to our
community as much as possible.
These are just some of the reasons that I would like to serve my city through participation on the Cultural

I feel that I'm very qualified to sit on the Cultural Arts Committee for a variety of reasons. While I enjoy
music of all genres, I am a classically trained pianist and I also play the French horn. I have a passion for
opera and just returned from New York City recently where I attended four performances of the Metropolitan
Opera at Lincoln Center.
I feel that my extensive experience with live performances of great music throughout Europe and the United
States would make me an ideal candidate for this committee as I have much to "bring to the table..." Costa
Mesa has its own great concert halls in the Segerstrom Center for the Arts and it would be a great honor to
sit on a committee in a city with a center of this magnitude.
I was the Program Director of a Hawaiian music radio station -on Maui for over eight years. The station also
played "straight -ahead" jazz so my musical knowledge is extensive and varied.
In terms of the visual arts, I minored in Art History in college and have a great appreciation for art in general.
I have enjoyed taking water color classes through the Costa Mesa Parks and Recreation Department and on
a committee such as this, I would hope to be able to advise the city council to continue to offer similar
opportunities for personal growth through the arts.

The ways in which I may contribute to City of Costa Mesa's Cultural Arts Committee are fully grounded in my
heartbeat for the arts. It is my greatest desire to see the the arts championed and and become a prominent
voice in our city.
I believe the arts have power to enrich, educate and entertain. It has the ability to bring awareness and rally
and unify individuals in support of causes for the greater good. The presence of the arts can breath life into
an atmosphere and cultivate relationships and bonding of a community. As a board member, I commit to
pursuing opportunities that invite the various facets of our community to work together to achieve such things
for the benefit of our city.
My heart is also in strong support for the artist. My joy is to shine a light on the talent that exists in our
community and offer opportunities for artists to grow in their specialized areas, engage the community and
enhance our cultural perspective through the arts. I commit to networking and encouraging area artists.
A desire that is shared with the current committee is to identify and develop a centralized hub for arts in the
city of Costa Mesa. Our city is rich with talent and interest, and through strategic partnerships and location

As you will find on my attached resume, I offer a wide range of personal and professional experience in the
area of the arts and events relating to the arts. I have worked as an artist and designer in most mediums,
and my history of directing projects events also spans across a great number of area. Practical experience
includes but is not limited to: organizing and curating gallery exhibitions, fashion shows, non profit and
charity events, public community events, performances, community service events, marketing and media
campaigns.
Other unique and transferable experiences are gained through my role overseeing a Visual Arts Community
in Costa Mesa with over 100 creative of all areas of disciplines, for the last five years. Also in 2010, 1 lead a
team of seven creatives throughout five countries in Southern Europe with the sole effort to serve each

PURPOSE: The Historical Preservation Committee will work with City
Council to preserve the history of Costa Mesa and work with
the Historical Society to educate the general public about
the rich history of the community.
MEETING SCHEDULE: The Committee meets on the 2nd Thursday of the month at
5:30 p.m.
MISSION STATEMENT
The Historical Preservation Committee will work to preserve and promote the historical
heritage of the City of Costa Mesa
COMMITTEE PURPOSE
The Historical Preservation Committee will work with City Council to preserve the
history of Costa Mesa and work with the Historical Society to educate the general public
about the rich history of the community.
2011 GOALS:
1. Continue to distribute Historical Site Marker pamphlets to participating
businesses along Newport Blvd.
2. Complete Historical Site Markers phase II project and begin researching phase
III
3. Implement interpretive "1St people" signage along the OCME train tracks at
Fairview Park
4. Assessment of historical resources at OC Fairgrounds
5. Listing street names and significance of name.,
6. Finalize and implement Sponsorship Pamphlet.

8. Establish a criteria of Historical Buildings and update Historical Building booklet

1. Provide support to and partner with Costa Mesa Historical Society

2010 ACCOMPLISHMENTS:
1. Revised and published on the City Website (HPC webpage) electronic "Story of
Costa Mesa book" activity sheets.
2. Displayed ten historical photos on the walls at the Neighborhood Community
Center and create & implemented an informational pamphlet explaining each
photo.
3. Researched each parks historical background and publish on the City Website
(located under each parks description).

Since moving to Costa Mesa in 1977, 1 have been actively involved in the Costa Mesa Historical Society, as
Archivist, a member of the board of directors, and have also served as president. I have been a member of
the Friends of the Costa Mesa Libraries since 1978 and served as president of the organization. More
recently I became a member of the board of the Costa Mesa Library Foundation. In 1986 1 began working at
the University Archives at UCI and retired from there as Archives Coordinator in 2001. 1 have served on
several city committees; presently I serve on the Historical Preservation Committee.
During the time the Orange County Archives was closed due to the county's bankruptcy, I actively
campaigned to have the Archives re -opened. I served on the Orange County Historical Commission from
Oct. 2001 to 2007.
I have earned the BA degree in History and the MA degree in Public History and Historical Preservation. I
am married (to Arthur E. Goddard) and we have two children, and two grandchildren.

I have been involved with the Costa Mesa Historical Society for several years and am in my seventh year as

I have always had a strong interest in history and have appreciated the work that the Historical Preservation
Committee has done, its projects that have enhanced an understanding of the city and the cooperation
between it and the Costa Mesa Historical Society.
I am a long term resident of the Harbor area, living a total of 42 years in Costa Mesa and 17 in Newport
Beach.

I would like to serve on the Historical Preservation Committee for the City of Costa Mesa because I have
lived in the City for many years ( over 15 years) and I love the history of this city and want to make sure that
we continue to preserve our history. It is imperative that residents and visitors to our city know about the
history of our town, from its days as "Goat Hill" to our modern day reputation as home to the world famous
South Coast Plaza.
My father worked in Costa Mesa from the 1960's through the 1980's and I have strong ties to the city as well,
as I have attended college ONLY in Costa Mesa, from Orange Coast College to Vanguard University, and
Whittier Law school. I was a History major in College and I know that value history brings to a culture.
I even have a window from the Santa Ana Army base that was located on Vanguard's campus; it is my piece
of the city's history!
I believe our history as a city shows the strength, perseverance, and love our citizens have towards others
and I want to help preserve this for future generations.

I have served on this committee for the past two years and it has been a very rewarding experience. Not
only have I learned about the History of Costa Mesa, I have had an active part in helping to preserve and
develop ways to present that history to the People of Costa Mesa. During my time on the committee, I was
able to participate in the process to put an American Indian information sign on the railroad site. I Served on
several working groups of the Committee such as the Indian sign committee, the historical sign committee,
and the 60th Anniversary of Costa Mesa committee.
I enjoy working with the members of the committee and have formed some lasting friendships. I enjoy
meeting the council people who attend our meetings.
The work of the committee is challenging because of the different steps that we must follow as a committee
of the city government. It is so rewarding to accomplish our goals.
I would love to continue the honor of serving on this committee. I am excited about the plans for the City's
60th birthday and would love to see them come to fruition. I add needed diversity to the committee. I like to
finish the projects which I am a part of.

Investment Oversight Committee
REPRESENTATION: The Committee meets on a quarterly basis. The
Committee consists of five members, three of which are
either residents or conduct business within the City and
have a background that includes experience in securities
trading, financial planning or banking. The remaining two
members are the City Manager and the Mayor or
designee. The Committee terms are 2 years.
PURPOSE: The purpose of the Committee is to review the City and
Redevelopment Agency's portfolio and investment
strategies for compliance with the City and Agency's
adopted Investment Policies. The role of the Committee
shall be advisory to the City Treasurer.

The Committee shall report at least annually to the City Council
with its findings and recommendations regarding the portfolio's
management, investment strategies and possible changes to
the Investment Policy. For fiduciary and legal reasons,
members of the Committee are prohibited from recommending,
directing or otherwise influencing the placement of individual
investments.
SCHEDULED MEETINGS: Last Tuesday of the months of January, April, July, and
October at 3:30 p.m.

I am interested in contributing to the betterment of Costa Mesa. My wife and I have lived here since 1988
and in the same home since 1991. My daughters, now 22 and 18, attended Costa Mesa public schools from
elementary school through graduation from Estancia High School. My older daughter is a part-time student
at Orange Coast College. I have coached local soccer teams and for two years was President of the
Estancia High School Tennis Boosters. Simply put, we love Costa Mesa!
I follow city government issues with interest primarily through the Daily Pilot. Although I would like to be
more involved with city activities, my business commitments currently inhibit that. However, because of my
background, expertise, and the time commitment required for the Investment Oversight Committee, I believe
I can make a valuable contribution to the committee as well as the city, too.

I have worked in the Financial Services industry for 28 years. During that time I completed the securities
training program with PaineWebber (now UBS) and served in the capacity as both a financial advisor and
branch manager for two PaineWebber branch offices. Moreover, I worked in a marketing capacity with the
equity securities analysts at PaineWebber's headquarters in New York, NY for two years and served on the
firm's Focus List stock selection committee for four years.
My office is currently located in Newport Beach, and for the past 22 years I have served a clientele as a
financial advisor and planner. For the past seven years I have owned an independent office of Raymond
James Financial Services, Inc.

I am married to Clarisse since 1965. We have lived in Costa Mesa
since 1971. We have two sons both of whom attended Newport
Mesa pubic schools. I am retired from gainful employment.

PUBLIC SERVICE:
1. Served on the City's Transportation Commission from March
1989 to December 1993 during which I was the Chairman for two
consecutive years. One of the major projects completed in that
period was the widening of Victoria St.
2. Served on the Parks Commission from April 1994 to January
2001 during which I was, as I best remember, the Chairman for
two consecutive years. Major projects undertaken during that
period were the continuing refinement of the Master Plan for
Fairview Park and the completion of the Farm Sports Complex.
During the last year on the Commission, we took the first steps to
locate and approving Costa Mesa's first Skateboard Park.
In the almost four years since I last served on the Commission, the
City has successfully located and begun construction of a
Skateboard Park. I spoke several times before City Commissions
and the City Council in support of the location in TeWinkle Park.
In the near future the City needs to locate a second Skateboard
Park. The City also needs to locate and establish additional park
facilities.
I know most of the Senior Staff in Parks and Recreation matters
and have worked successfully with them.
I look forward to again serving on the Parks Commission.

Voluntary public service is fundamental to preservation our Representative Republic.
Fiduciary oversight of Government assets is one of the primary functions of the Elected Officers sworn to
serve the public interest. I intend to assist our City Council with this function by providing policy suggestions
that will enhance the credit worthiness, portfolio return and risk management techniques associated with the
financial operation of the City and the City's reserve assets.
I am intimately familiar with State rules and regulations regarding the investment and oversight of
Government assets and reserve funds. As an elected Director of Mesa Water District, Division 5, 1 served as
Chair of the Finance Committee for the years 2008 - 2010. 1 also currently serve as the elected Director of
the Orange County Water District Division 7 and serve as Chair of the Finance Committee. At both Districts

$8.4MM to $20.3MM. We also re -financed about $12MM in existing debt saving the rate payer about $1 MM
in interest expense over the remainder of the term. The district also issued $23MM in new debt to finance
the construction of a state of the art water purification plant.
In addition, I currently serve as the elected Director of Division 7, Orange County Water District. I currently
serve as Chair of the Finance Committee. OCWD also holds a AAA credit rating. The District currently has
about $200MM in reserves with a weighted average yield of about 1.25%. We recently issued $135MM in
new debt to expand the ground water replenishment system. The district has about $457MM in outstanding
debt that is overseen by the finance committee.

I am familiar with many aspects of the City's governance. I am a former Parks and Recreation
Commissioner (2 year term) and a former Planning Commissioner (approx. 6 years)for the City of Costa
Mesa.
I was a member of the 3R committee for approximately 10 years as either an alternate, regular member, or
liaison from Planning Commission. While there I voted on policies and allocations of HUD and CDBG funds.
I am currently an elected Director at Mesa Consolidated Water District serving as First Vice President. For
one year I served on the Finance Committee at Mesa Consolidated. As a Director I am responsible, along
with the other 4 elected Directors, for implementing our annual budget of approximately 33 million dollars.
Since March 2010, 1 have served as President of the Mesa Consolidated Water District Improvement
Corporation, a California non-profit public benefit corporation formed to assist Mesa Water in financing
certain improvements to the District's water system. In this position I was involved in the financing of 23
million dollars in Certificates of Participation to finance our new water treatment facility.
I was elected in January 2011 by the 27 Special Districts in Orange County to a 4 year term at Orange
County Local Agency Formation Commission (LAFCO). As a LAFCO Commissioner I am involved in
efficient delivery of services as well as Municipal Service Revues for local governments.
