Stafford Disaster Relief and Emergency Assistance Act of 1988. BACKGROUND: The State of California, Cal EMA Designation of Applicant's Agent Resolution authorizes a public entity to submit applications for the purpose of obtaining federal financial assistance, under the Robert T.
