RECOMMENDATION:
1. Adopt plans, specifications, and working details for the East Side Street Improvement Project,
City Project No. 12-05.
2. Award a construction contract to All American Asphalt, Post Office Box 2229, Corona,
California, 92878-2229 in the amount of $3,557,557.00.
3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
The East Side Maintenance Project consists of the following three individual projects with a total
construction cost of over $6.3 million.
1. Parkway and Concrete Repair Project — Will repair the damaged curb and gutter,
sidewalk, cross -gutters and driveways.
2. Asphalt Concrete Paving Project — Will mill and overlay major streets (such as Orange
Avenue, Tustin Avenue, and Santa Ana Avenue). In addition, the contractor will be
placing a thin overlay on streets with minor surface distress.
3. Slurry Seal Project — Will apply a thin surface coating to extend the life of the wearing
surface and to seal the street.
By phasing the work into areas of specialty, the City was able to realize an overall savings of
$600,000 from last years contract prices.
The renewed Measure M (M2) funding program requires that cities in Orange County maintain a
uniform approach to rating and evaluating streets and use a standardized Pavement Management
Program. Based on the pavement analysis recommendations and field review, staff prepared a
prioritization list and recommendation of streets to be repaired, which were included in the scope
of work for the East Side Street Improvement Project.
The streets proposed for maintenance under the East Side Street Improvement Project are
within the target area bounded by Irvine Avenue and Newport Boulevard, and 15th Street and
21st Street. In addition, the west side of American Street will be part of this project. A listing of
the streets is included on Attachment "1 ".
ANALYSIS:
The pavement maintenance portion of work for this project consists of the localized reconstruction
of failed sections of the existing roadway; milling the existing pavement and placing an overlay of
asphalt concrete; and traffic control. The contractor is required to complete all of the tasks
necessary to perform the work as outlined in the contract documents.
The City Clerk received and opened four (4) bids for this project on April 18, 2012. All American
Asphalt was the apparent low bidder with a base bid proposal of $3,557,557.00. The Engineer's
estimate for this work was $3,868,800.00. An analysis of the bids indicates that the apparent low
bidder submitted a proposal that is eight percent (8%) lower than the Engineer's estimate. The
variance between the low bidder and the Engineer's estimate may be attributed to continued
competitive conditions in the construction industry at this time. The Bid Abstract is included as
Attachment "2".
The license and references of All American Asphalt were checked and staff has found them to be
in good standing. All American Asphalt has successfully completed many projects in the City of
Costa Mesa including most recently the rehabilitation of Sunflower Avenue (from Avenue of the
Arts to Anton Boulevard), Vanguard Way, Wilson Street (between Newport Boulevard and
Fairview Road), and the 2010-2011 Citywide Street Rehabilitation Project, which focused on
similar repairs in other areas of the City.
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all the bids. If all the bids were rejected,
the City would need to readvertise or cancel the project. Staff believes that readvertising the
project will not result in lower bids and canceling the project is not recommended because the
streets are in need of the proposed street maintenance work.
FISCAL REVIEW:
This project will be fully funded from available Gas Tax funds.
LEGAL REVIEW:
All American Asphalt has furnished the necessary bonds and insurance, which have been
approved as to form by the City Attorney's office. After the award and subsequent execution of
the contract, a "Notice to Proceed" will be issued.
CONCLUSION:
The City has received bids for the East Side Street Improvement Project, City Project No. 12-05.
Staff has evaluated all of the bids and recommends that the City Council adopt the plans,
specifications, and working details for said project; award the contract to the apparent low bidder
All American Asphalt, in the amount of $3,557,557,00; and authorize the Mayor and the City Clerk
to execute the Public Works Agreement.
