RECOMMENDATION:
Adopt a Resolution approving the submittal of Red Hill Avenue Rehabilitation Project for
funds for the State -Local Partnership Program (SLPP) under the Proposition 1 B Highway
Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 (Attachment 1).
BACKGROUND:
The State -Local Partnership Program (SLPP) grant is funded with State Proposition 1B
SLPP funds, authorized by California voters through the Highway Safety, Traffic
Reduction, Air Quality, and Port Security Bond Act of 2006. SLPP funds are available
for allocation by the California Transportation Commission (CTC) to eligible
transportation projects nominated by an applicant transportation agency over a five year
period (from FY 2008-2009 through FY 2012-2013). Per the Orange County
Transportation Authority (OCTA), SLPP funds must be allocated by June 30, 2013. The
OCTA Board of Directors has approved the use of SLPP funds for street rehabilitation
projects contingent on a minimum of fifty percent (50%) match availability as part of
approved state and federal programming guidelines.
ANALYSIS:
On April 23, 2012, the OCTA Board of Directors approved the "SLPP Formula Grant
2012 Call for Projects". This program will make up to $21 million in grant funds
available to the 35 local Orange County agencies. Projects eligible for SLPP funding
through this "Call for Projects" include transportation projects with a minimum 15 year
useful life, which may include street rehabilitation, capital construction, and construction
management. The formula for funding distribution is based on population, sales tax,
and arterial highway lane miles in each jurisdiction. Agencies are required to provide a
one-to-one local match using the agency's Measure M2 fair share funds. City of Costa
Mesa's share for "SLPP Formula Grant 2012 Call for Projects" is estimated at $921,087.

Eligible projects may include:
• Improvements to the local road system, including rehabilitation and new
construction.
• Improvements to the state highway system, including, but not limited to
rehabilitation, new construction to increase capacity, safety or operational
improvements.
• Improvements to bicycle or pedestrian safety or mobility with a useful life of at
least fifteen (15) years.
• Improvements to the transit facilities, including guideways, which expand transit
services, increase transit ridership, improve transit safety, enhance access or
convenience.
• The acquisition, retrofit, or rehabilitation of rolling stock, buses, or other transit
equipment.
City staff analyzed improvement needs to the local road system, and on May 14, 2012,
submitted a grant application for the rehabilitation of Red Hill Avenue from Bristol Street
to Paularino Avenue. In order for the City's application to be considered, OCTA
requires approval of the attached resolution (Attachment 1) by June 30, 2012.
ALTERNATIVES CONSIDERED:
Council may consider to not adopt the Resolution. However, this alternative is not
recommended as it would result in the City's project application being declined and render
the City ineligible to receive the available grant funding.
FISCAL REVIEW:
The total construction cost for rehabilitation of Red Hill Avenue and other streets in the
vicinity of Red Hill Avenue is estimated at $6.5 million. The SLPP grant will cover up to
$921,087 of the construction cost and the remaining balance can be funded through the
City's available Measure "M2" funds.
LEGAL REVIEW:
The City Attorney has reviewed and approved the Resolution as to form.
CONCLUSION:
The current "2012 Call for Projects" provides an opportunity for the City to capture
$921,087 of grant funding for the rehabilitation of Red Hill Avenue from Bristol Street to
Paularino Avenue. Staff recommends that the City Council adopt the attached Resolution
for OCTA's consideration of project application submitted for SLPP Formula Grant funding.
