RECOMMENDATION:
Staff recommends that the City Council approve and authorize the City CEO to sign a
Professional Services Agreement for the renewal of support services for the City's G.I.S.
system with A.C.T. GIS, Inc., 19000 Grovewood Dr., Corona, California 92881, for a period
of one year in the amount of $110,475.
BACKGROUND/ANALYSIS:
The City purchased a Geographic Information System (G.I.S.) through A.C.T. GIS, Inc. in
1999 for use by various City Departments, including Police, Fire, Code Enforcement, City
Council, Administrative Services, Development Services, Planning and HUD among
others.
Many City departments rely on the G.I.S. system to provide multiple layers of map data
supporting their daily duties. The on-line map viewer and query application/product
requires a highly specialized set of skills to maintain. The vendor provides the expertise
to resolve technical issues that are not within the skill set of our staff. This contract
provides renewal of the technical support and license agreement for the G.I.S. software
utilized by the City and provided by A.C.T. This system is currently being upgraded to
the latest web based technology by A.C.T. to provide enhanced usability and
compatibility with the latest industry standards.
This contract also provides for updates to map layers and associated attribute data. The
vendor constantly updates streets, addresses, parcels and parcel ownership data to
insure accurate data is available within the GIS system and for those front counter staff
using the on-line app on a continuous basis. Numerous additional map layers are
updated or created from scratch, as needed.
Specific map projects are also completed on an as needed basis for many departments.
Examples of recent projects include a new Development Services/ Planning map atlas
used for project review and council support, updated Fire run and approach maps
deployed in the vehicles, 911 call center street maps, custom mail out notification
addresses & maps, new cruiser map atlases deployed in all Police vehicles,

crime mapping application support and numerous smaller projects for these and
additional city departments.
ALTERNATIVES CONSIDERED:
City Council could direct staff to prepare and issue an RFP for GIS services. However,
given the amount of staff time necessary to develop and issue an RFP, then review
submitted proposals and communicate with potential vendors regarding a transition plan,
staff would still recommend City Council approve the current agreement with A.C.T GIS
Inc. for a period of one year. The City has built a significant GIS infrastructure that many
departments have come to rely on. Having a period of time with no GIS system would
likely make staff less productive in their current duties.
FISCAL REVIEW:
Funding in the amount of $110,475 for this agreement was included and adopted as part of
the FY 2012-2013 Budget. This Agreement will provide support for the period of July 1,
2012 through June 30, 2013.
LEGAL REVIEW:
The City Attorney's Office prepared the PSA and has approved it as to form and content.
CONCLUSION:
Over the past 13 years, the City has built a significant GIS infrastructure that many
departments have come to rely on. Staff recommends approving the professional services
agreement with A.C.T. GIS, Inc. to continue the needed on-site support for the G.I.S.
system.
