RECOMMENDATION:
Adopt plans, specifications, and working details for the Corporation Yard Fire Damage
Restoration at 2310 Placentia Avenue, Costa Mesa, City Project No. 12-11.
2. Approve Budget Adjustment No. 13-003 (Attachment 1), in the amount of $177,699.00.
3. Award a construction contract to St. George Construction, Inc., 7839 Adwen Street, Downey,
CA 90241, in the amount of $177,699.00 (base bid plus additive bid item No. A-1).
4. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
A portion of the vehicle and equipment storage area at the new Corporation Yard at 2310
Placentia Avenue was fire damaged on January 20, 2011. Since the fire incident, City staff has
demolished the unsafe portions of the structure and hired consultants to provide the necessary
structural calculations, construction drawings, and specifications necessary to obtain a building
permit for the restoration of the facility.
ANALYSIS:
The scope of work for this project consists of rebuilding the fire -damaged storage facility, which
includes the replacement of wood framing, roof trusses, metal roofing, concrete column, cement
masonry block, chain link fence with entry gates, asphalt paving, stall markings and other tasks
needed to complete the work required by the contract documents.
The City Clerk received and opened ten (10) bids for this project on May 7, 2012. St. George
Construction, Inc. was the apparent low bidder with a base bid proposal of $163,900.00. The
Engineer's estimate was $270,000.00; and the average of the ten (10) base bids received for this
project amounted to $226,129.30.
An analysis of the bids indicates that the apparent low bidder submitted a bid proposal that is
thirty-nine (39%) percent lower than the Engineer's estimate. The variance between the low bidder
and the Engineer's estimate may be attributed to continued competitive conditions in the
construction industry at this time. The Bid Abstract is included as Attachment "2".
In addition to the base bid, the bidders were required to bid on an additive bid item, which was to
be considered by the City subject to funding availability. Additive bid item No. A-1 is for the
construction of site improvements including asphalt paving, striping, and curb stops. The
incorporation of the additive bid item will result in a net increase to the contract of $13,799.00.
Considering the low bid received for this work, and the overall project cost being below the
Engineer's estimate, staff recommends the inclusion of this additive item of work.
The license and references of St. George Construction, Inc. were checked and staff found them
to be in good standing.
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all the bids. If all the bids were rejected,
the City would need to readvertise or to cancel the project. Staff believes that readvertising the
project will not result in lower bids.
FISCAL REVIEW:
The City has already received payment for the claim for damages to the City Corporation Yard
from its insurance policy with McLarens Young International. This payment was received into the
Self Insurance Fund in the prior fiscal year. Therefore, the attached Budget Adjustment No. 13-
003 provides for the appropriation of $177,669.00 from undesignated fund balance in the Self
Insurance Fund.
LEGAL REVIEW:
St. George Construction, Inc. has furnished the necessary bonds and insurance, which have been
approved as to form by the City Attorney's Office. After the award and subsequent execution of
the contract, a "Notice to Proceed" will be issued.
CONCLUSION:
The City has received bids for the Corporation Yard Fire Damage Restoration at 2310 Placentia
Avenue, Costa Mesa, City Project No. 12-11. Staff has evaluated all of the bids and recommends
that the City Council adopt the plans, specifications, and working details for said project; approve
Budget Adjustment No. 13-003 in the amount of $177,699.00; award the contract to the apparent
low bidder, St. George Construction, Inc., in the amount of $177,699.00 (base bid plus additive bid
item No. A-1); and authorize the Mayor and the City Clerk to execute the Public Works
Agreement.
