RECOMMENDATION:
Approve the Citywide Alleyway Survey (Survey) requesting public input on the condition of City
alleyways and consideration of Assessment Districts to fund alley improvements.
BACKGROUND:
At the April 3, 2012 City Council Study Session, the City Council requested staff to conduct a
Citywide Survey regarding the condition of the alleyways in the City, and the public's
consideration to participate in an Assessment District to fund alley improvements. In order to
establish an Assessment District, the majority of the 9ffected property owners must agree to be
assessed. A typical assessment district will provide for repayment of the design and
reconstruction of the alleys through annual property tax billings and it may last from 10 to 15
years.
ANALYSIS:
Staff has prepared a survey that includes a brief explanation and requests the public's input
relative to the City's alleys. Residents with properties adjacent to public alleys will receive the
Survey prepared by staff (Attachment 1). The Survey consists of three (3) questions and an
area for additional comments.
The Survey questions are:
How do you rate the condition of your alleyway? By rating the alley on a scale of: Very
Good, Good, Fair, Poor, and Failed.
What are your specific concerns with the alley as it relates to deficiencies such as
Potholes, Poor Drainage, Poor Ride, and Old Pavement?
Would you consider participating in an Assessment District to pay for the reconstruction
of your alleyway?
The survey will include pre -paid postage for the convenience of the residents. Staff will present
the results of the Survey to the City Council at their regular meeting of October 2, 2012.
ALTERNATIVES CONSIDERED:
The City Council may choose to not approve the Citywide Alleyway Survey for public distribution.
The Council may suggest changes to the Survey before distribution.
FISCAL REVIEW:
The estimated cost for postage for the mailing of the Citywide Alleyway Survey is in the amount of
$1,700.
LEGAL REVIEW:
There is no legal review needed for this report.
CONCLUSION:
At the City Council's request, staff has prepared a Citywide Alleyway Survey seeking public input
on the condition of City alleyways and consideration of the creation of Assessment Districts to
fund alley improvements. Staff recommends City Council's approval of the survey for public
distribution. Should the City Council not approve the proposed survey, staff requests direction
from the City Council to modify the proposed survey, or to develop a new survey that includes City
Council's direction.

concerns relative to the alley condition and its improvement priority. The City is also interested in
assessing the public's interest to participate in the funding of alley improvements through an Assessment
District. We ask you to take a few minutes to respond to the attached postage paid card survey regarding
the condition of the alleyway behind your property. Your answers will help the City determine how to
prioritize its annual citywide alley rehabilitation program_
