CONSTRUCTION MANAGEMENT AND INSPECTION SUPPORT SERVICES

RECOMMENDATION:
1. Award a Professional Services Contract for an amount not to exceed $192,400 to Onward
Engineering, 300 South Harbor Boulevard, Suite 814, Anaheim, CA 92805, for Construction
Management and Inspection Support Services for the Harbor Boulevard - Adams Avenue
project; and
2. Authorize the Mayor and the City Clerk to execute the Professional Services Agreement
(Attachment 1).
BACKGROUND:
The Memorandum of Understanding (MOU) executed by the Orange County Transportation
Authority (OCTA) and the Cities of Costa Mesa, Fountain Valley, and Huntington Beach for the
Garfield Avenue/Gisler Avenue Bridge over the Santa Ana River included several improvements in
all the cities. A major improvement project identified by the City of Costa Mesa in this MOU is at the
Harbor Boulevard/Adams Avenue intersection.
The improvements proposed with this project include the addition of a third eastbound left -turn
lane, a second southbound right -turn lane, extension of the northbound left -turn lanes, relocation of
the existing northbound bus stop on Harbor Boulevard north of the intersection, and aesthetic
improvements including decorative crosswalks and sidewalks. These improvements will require
widening at all four (4) corners of the intersection and extensive modifications to the existing traffic
signal.
On November 5, 2013, the Costa Mesa City Council awarded a construction contract in the amount
of $2,737,737 for the Harbor Boulevard - Adams Avenue project to All American Asphalt. Work on
this project is anticipated to begin in January 2014.
ANALYSIS:
On November 12, 2013, the City issued a Request for Proposals (RFP) for construction
management and inspection support services for the Harbor Boulevard — Adams Avenue project.
The services requested include daily inspection of the contract work, preparing daily and weekly
reports, reviewing and responding to Requests for Information (RFIs), reviewing contractor
invoices, managing Contract Change Orders (CCOs), and performing other required duties for
successful execution of the project. The City Project Manager will have final authority to approve
all CCOs and authorize payments to the contractors.
The City received three (3) proposals in response to the RFP. All proposals were reviewed for
compliance with the City's RFP, and the consultants were evaluated based on project
understanding, depth of experience, technical expertise, ability to meet the schedule, and
associated factors. Following detailed review of the proposals and the interview process, the City
selected Onward Engineering to perform the requested construction management services.
Onward Engineering's proposal was considered highly responsive to the City needs and
demonstrated their ability to successfully execute similar projects based on their prior experience
and expertise. While not a factor in the selection, the cost to provide the required services at
$192,400 was also the lowest among the proposals received.
Staff requests that City Council approve the award of a Professional Services Agreement to
Onward Engineering for Construction Management services.
ALTERNATIVES CONSIDERED:
One alternative would be to perform the work in-house. However, the extensive scope and
demands of the project exceed staffs resources and time.

Public Services staff was successful in capturing Measure M2 funding in the amount of $1,482,000
and State -Local Partnership Program (SLPP) grant funding in the amount of $1,482,000 towards
the implementation of this project. The remaining balance of the total construction cost will be
funded from Traffic Impact Fees. The required funding was included in the Fiscal Year 2012-13
budget. A portion of these funds will be allocated towards the construction management services.
LEGAL REVIEW:
The City Attorney's office has reviewed the attached professional services agreement and has
approved the document relative to form.
CONCLUSION:
After careful review of the various proposals and follow-up interviews with the consultants for the
Construction Management and Inspection Support Services, staff recommends that the City
Council award a professional services contract to Onward Engineering, in an amount not to exceed
$192,400. Further, staff requests that the City Council authorize the Mayor and the City Clerk to
execute the attached Professional Services Agreement (Attachment 1).
