AVENUE TRAFFIC SIGNAL SYNCHRONIZATION PROJECTS

RECOMMENDATION:
Approve the Cooperative Agreements between the City of Costa Mesa and the Orange County
Transportation Authority (OCTA) for the Newport Boulevard and Adams Avenue Traffic Signal
Synchronization (TSS) Projects (Attachments 1 and 2).
2. Authorize the Mayor and City Clerk to execute the above agreements.
BACKGROUND:
The Orange County Measure M Program (M2), a half -cent sales tax for transportation improvements, includes
money for cooperative traffic signal synchronization across jurisdictional boundaries within Orange County.
While the City of Costa Mesa maintains a high level of coordination within the City, both the Newport
Boulevard TSS project and the Adams Avenue TSS project are inter jurisdictional efforts. The Newport
Boulevard TSS project includes the Cities of Costa Mesa and Newport Beach and Caltrans, while the Adams
Avenue TSS project includes the Cities of Costa Mesa and Huntington Beach and Caltrans. OCTA will
administer both TSS projects.
A total of 33 intersections on Newport Boulevard in the Cities of Costa Mesa and Newport Beach, and a total
of 23 intersections on Adams Avenue spanning the Cities of Costa Mesa and Huntington Beach will be
coordinated with these projects.
The scope of work for both TSS projects includes:
Development of optimized traffic signal synchronization timing plans;
Installation of traffic signal upgrades;
Communication Upgrades;
Implementation of traffic signal timing plans;
Conduct before and after studies; and
Two (2) years of traffic signal timing maintenance.
In October 2012, Public Services staff applied for Measure M2 grant funding for engineering and
implementation of the improvements on Newport Boulevard in Costa Mesa and Newport Beach. Staff
captured $1,304,596 in grant funds for the engineering and implementation on the Newport Boulevard
Corridor with a match share requirement of $326,149, resulting in a total project of $1,630,745. Receipt of the
grant funding for these projects will relieve the City from considerable financial responsibility to upgrade the
aging signal controller system in the City, as much of this equipment has exceeded its useful life. Absent
these grants, the City would be required to entirely fund these upgrades from its General Fund.
The City of Huntington Beach also applied for Measure M2 funding and was successful in capturing a grant
for engineering and implementation of the improvements on Adams Avenue in Costa Mesa and Huntington
Beach. OCTA awarded $1,042,374 in grant funds for the engineering and implementation on the Adams
Avenue Corridor with a match share requirement of $260,594, resulting in a total project of $1,302,968.
Both of these projects are split between Costa Mesa, Huntington Beach, and Newport Beach in proportional
amounts per the number of signals in each jurisdiction, and an associated match share for each city is
detailed in the attached cooperative agreements.
ANALYSIS:
The Newport Boulevard TSS project will result in a comprehensive review of traffic signal coordination
spanning the Cities of Newport Beach and Costa Mesa while the Adams Avenue TSS project will result in a
comprehensive review of traffic signal coordination spanning the Cities of Huntington Beach and Costa Mesa.
The City of Costa Mesa will have the final approval authority for implementation of any timing plans developed
as part of these projects within the City's jurisdiction.
The project will result in replacement of out -dated traffic signal controllers at 15 intersections along Newport
Boulevard and 6 along Adams Avenue, in addition to signal communication upgrades. The estimated value of
the upgrades in the City of Costa Mesa for the Newport Boulevard TSS project is approximately $730,000,
and for the Adams Avenue TSS project is approximately $350,000. The TSS projects include the preparation
of detailed before and after studies to document efficiencies achieved with any proposed timing changes.
OCTA has successfully administered similar TSS projects throughout the County and will be the agency in
charge of these projects.
The attached Cooperative Agreements define the terms and conditions for each of the TSS project agencies.
OCTA will fund, administer, monitor, and audit both the TSS projects. The Cities of Newport Beach and Costa
Mesa will provide a match share of the project cost for the improvements and implement the timing plans in
their jurisdiction for the Newport Boulevard TSS Project. Similarly, the Cities of Huntington Beach and Costa
Mesa will provide a match share of the project cost for the improvements and implement the timing plans in
their jurisdiction for the Adams Avenue TSS Project.
Staff recommends execution of the Cooperative Agreements to enable the implementation of the TSS
projects along Newport Boulevard and Adams Avenue in Costa Mesa.
ALTERNATIVES CONSIDERED:
One alternative would be not to approve the Cooperative Agreements. However, this alternative would result
in the elimination of Costa Mesa intersections from consideration of traffic signal synchronization
improvements. This would result in the loss of approximately $1,080,000 traffic signal equipment and
upgrades within the City.
The City's traffic controllers are antiquated and no longer manufactured; therefore, as controllers fail, they
must be replaced without the assistance of any external funding sources.
FISCAL REVIEW:
If approved, funding for the Newport Boulevard TSS project is available from the OCTA Measure M2 grant of
$1,304,596 towards the design and implementation of the Traffic Signal Synchronization Project along the
Newport Boulevard corridor in the jurisdictions of Costa Mesa and Newport Beach. The OCTA grant requires
a 20% match by the City. The City will commit $81,167 in Air Quality Management District (AQMD) funds and
approximately $81,047 in staff time to implement its share of the Newport Boulevard TSS Project. It is
estimated that the City of Newport Beach will contribute approximately $163,935 towards the project.
Funding for the Adams Avenue TSS project is available from the OCTA Measure M2 grant of $1,042,374
towards the design and implementation of the Traffic Signal Synchronization Project along the Adams Avenue
corridor in the jurisdictions of Costa Mesa and Huntington Beach. The OCTA grant requires a 20% match by
the City. The City will commit $36,504.25 in Air Quality Management District (AQMD) funds and approximately
$42,594.75 in staff time to implement its share of the Adams Avenue TSS Project. It is estimated that the City
of Huntington Beach will contribute approximately $181,495 towards the project.
The City of Costa Mesa staff will maintain the traffic signals' timing and equipment within the City's jurisdiction
as part of routine traffic signal maintenance and operations.

LEGAL REVIEW:
The City Attorney's office has reviewed the attached Cooperative Agreements and has approved them as to
form.
CONCLUSION:
Staff captured Measure M2 grant funding for traffic signal equipment and timing upgrades along Newport
Boulevard and Adams Avenue corridors and recommends that the City Council approve the attached
Cooperative Agreements between the City of Costa Mesa and OCTA for the implementation of these projects.
Staff also requests the City Council's authorization for the Mayor and City Clerk to execute the agreements.
