RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 14-_, regarding the cost
recovery amount for excessive use of resources by lodging establishments.
BACKGROUND:
On January 7, 2014, the City Council held the second reading of the Excessive Use of
Resources, Ordinance 14-01. Ordinance 14-01 requires that the City Council adopt a
resolution determining the invoice period and cost recovery amount for lodging
establishments that exceed their allotted call for service threshold for nuisance activity,
as defined by Section 14-81(r) of the Costa Mesa Municipal Code.
ANALYSIS:
The proposed resolution will set the City's invoice period and cost recovery amount for
lodging establishments that exceed their allotted call for service threshold for nuisance
activity. The proposed resolution sets a quarterly invoice period. Determination of the
cost recovery amount can be found in Attachment 2. The proposed resolution sets the
cost recovery amount to be $360 for each call for service for nuisance activity in excess
of the lodging establishment's allotted threshold, which is set by Section 14-81(x) of the
Costa Mesa Municipal Code.
ALTERNATIVES CONSIDERED:
The City Council can choose not to approve the attached proposed resolution.
FISCAL REVIEW:
Revenue generated from excessive calls for service for nuisance activity will help cover the
general fund costs related to monitoring the code violations. The amount of revenue will
depend on the number and duration of the violations.

The City Attorney has reviewed this report and its attachments.
CONCLUSION:
Adoption of the proposed resolution would provide an invoice period and cost recovery
amount for calls for service for nuisance activity above the allotted threshold for each
lodging establishment.
