IMPROVEMENTS

RECOMMENDATION:
1) Award a Professional Services Agreement (Attachment 1) for design of the Bristol Street
Improvements to Anderson Penna Partners, Inc., 20280 Acacia Street, Suite 100, Newport
Beach, CA 92660, in the amount of $109,300.
2) Authorize the Mayor and the City Clerk to execute the Professional Services Agreement.
BACKGROUND:
Bristol Street is a six lane, major arterial with commercial development on both sides of the
street. Within the project limits of Baker Street to Newport Boulevard, Bristol Street has a wide
painted median and provides access to major retail centers including The Lab and The Camp.
The City believes that installation of raised medians with landscaping will enhance the overall
image of Bristol Street and improve traffic operations. Attachment 2 shows the limits of the
proposed project.
In April 2012, Public Services staff was successful in capturing Highway Safety Improvement
Program (HSIP) Cycle 5 grant funding for engineering design and construction for the
implementation of raised, landscaped medians along Bristol Street between Baker Street and
Newport Boulevard. The project will also evaluate vehicular traffic and pedestrian movements
between Baker Street and Randolph Avenue to develop a median design plan that serves the
needs of the adjoining commercial establishments effectively.
ANALYSIS:
On November 13, 2013, the City issued a Request for Proposals (RFP) for civil engineering
design services. Eleven (11) proposals were received to provide the intended engineering
services. Proposals were reviewed for compliance with the City's RFP, and consultants were
evaluated based on project understanding, depth of experience, technical expertise, and
associated factors. Based on the proposals, staff selected three (3) consultants for oral
interviews. After careful review of the proposals and responses during the interview process,
staff finds Anderson Penna Partners, Inc. well qualified to perform the final engineering design
services for Bristol Street. The proposal submitted by Anderson Penna Partners, Inc.
represents a thorough understanding of the project, complies with City specifications, and
documents their technical ability and experience with similar projects.
ALTERNATIVES CONSIDERED:
One alternative would be to perform the design work in-house. However, the scope of work and
demands of the project exceed staff's resources and time.
A second alternative would be not to undertake this project. However, this will result in retaining
Bristol Street in its current condition with no landscaped medians and will also result in
relinquishing the HSIP Federal grant funds captured for this project.
FISCAL REVIEW:
Public Services staff has secured HSIP Federal grant funding in the amount of $109,300 toward
the design and $459,900 toward construction of raised medians along Bristol Street between
Baker Street and Newport Boulevard. The grant funds were recognized in the Fiscal Year 2013-
14 Budget. Additional City match funding will be requested in the Fiscal Year 2014-2015 Budget
to implement the construction phase for this project.
LEGAL REVIEW:
The City Attorney's office has prepared the attached Professional Services Agreement and has
approved the document relative to form.
CONCLUSION:
After careful review of eleven (11) proposals submitted for civil engineering design for raised
medians along Bristol Street between Baker Street and Newport Boulevard and the subsequent
interview process, it is recommended that the City Council award a Professional Services
Agreement to Anderson Penna Partners, Inc. in the amount of $109,300. Further, staff requests
that the City Council authorize the Mayor and the City Clerk to execute the attached
Professional Services Agreement (Attachment 1).
