Harbor Boulevard, Suite 814, Anaheim, CA 92805, in the amount of $119,670. 2) Approve Budget Adjustment BA 14-023 (Attachment 2) in the amount of $20,000 towards the project. 3) Authorize the Mayor and the City Clerk to execute the Professional Services Agreement and the Budget Adjustment. BACKGROUND: Placentia Avenue is a four lane -secondary arterial with a wide painted median adjacent to several public uses. Along with residential areas, Placentia Avenue within the Project limits of Adams Avenue to Wilson Street provides access to Estancia High School, Fairview Park, Fire Station No. 4, and the City's Maintenance Yard. Additionally, Placentia Avenue has a Class II (striped bike lanes) bicycle facility which is utilized by several commuter and recreational bicycle riders. This project provides for implementation of raised medians on Placentia Avenue between Adams Avenue and Wilson Street. The installation of raised medians with landscaping will create a pleasant driving experience as well as improve traffic operations within the project area. Attachment 3 shows the proposed project limits. In April 2012, Public Services staff was successful in capturing Highway Safety Improvement Program (HSIP) Cycle 5 grant funding for engineering design and construction for the implementation of raised, landscaped medians along Placentia Avenue between Adams Avenue and Wilson Street. ANALYSIS: On November 13, 2013, the City issued a Request for Proposals (RFP) for civil engineering design services. Eleven (11) proposals were received to provide the intended engineering services. Proposals were reviewed for compliance with the City's RFP, and consultants were evaluated based on project understanding, depth of experience, technical expertise, and associated factors. Based on the proposals, staff selected three (3) consultants for an oral interview. After careful review of the proposals and responses during the interview process, staff finds Onward Engineering well qualified to perform the final engineering design services. The proposal submitted by Onward Engineering represents a thorough understanding of the project, complies with City specifications, and documents their technical ability and experience with similar projects. ALTERNATIVES CONSIDERED: One alternative would be to perform the design work in-house. However, the scope of work and demands of the project exceed staff's resources and time. A second alternative would be not to undertake this project. However, this will result in retaining Placentia Avenue in its current state with no landscaped medians and will also result in relinquishing the HSIP Federal grant funds captured for this project. FISCAL REVIEW: Public Services staff has secured HSIP Federal grant funding in the amount of $105,800 toward the design and $738,400 toward construction of raised medians along Placentia Avenue between Adams Avenue and Wilson Street. The grant funds were recognized in the Fiscal Year 2013-14 budget. Staff requests an appropriation of $20,000 from Gas Tax funds towards the project design and any potential additional services that may be required. The attached Budget Adjustment (BA 14-023) recognizes the unencumbered fund balance and appropriates it for the project. LEGAL REVIEW: The City Attorney's office has prepared the attached Professional Services Agreement and has approved the document relative to form. CONCLUSION: After careful review of eleven (11) proposals submitted for civil engineering design for raised medians along Placentia Avenue between Adams Avenue and Wilson Street and the subsequent interview process, it is recommended that the City Council award a Professional Services Agreement to Onward Engineering in the amount of $119,670; approve Budget Adjustment BA 14-023 in the amount of $20,000; and authorize the Mayor and the City Clerk to execute the Professional Services Agreement and the Budget Adjustment.
