RECOMMENDATION:
It is recommend that the City Council approve in concept and direct staff to establish participation
with an existing youth summer recreation program in partnership with the Newport -Mesa Unified
School District and authorize funding to be included in the FY 2014-2015 budget.
BACKGROUND AND DISCUSSION:
Newport -Mesa Unified School District (N-MUSD) is a vital partner with the City to provide recreational
resources to the community. This includes significant use of school district facilities as authorized in
the existing joint use agreement between the City and N-MUSD. As such, schools will continue to be
a hub for building and inspiring our community's health and well-being.
In the summer of 2013, N-MUSD held a three week youth sports program at both Estancia and Costa
Mesa High School. The program consisted of a number of sports programs available to all incoming
4th through 8th grade students. Between 100 and 250 youth attended the program each day. The
existing program is designed to create interest in youth sports and connect Costa Mesa youth to their
future respective high schools while providing additional avenues for physical fitness opportunities.
Due to the success of the program, the school district reached out the City with the intent of
expanding the program to provide a more well-rounded recreational and educational experience for
all Costa Mesa youth. In keeping with the City's tradition of being the "City of the Arts", the proposed
concept of the expanded program will feature multiple areas of interest which will include the
following:
-Music Participation and Appreciation
-Arts and Crafts
-Basic Emergency Preparedness
-Bike Safety and Road Awareness
-Crime Prevention and Investigation
-Fire Safety
For the proposed summer program, the intent would be to continue with the same three week
schedule (July 14 through July 31, M-Thurs, from approximately 12pm-3pm). The district will provide
the appropriate management and supervision, musical instruments, equipment, facilities, janitorial
services, etc., and run the day to day activities. The City would provide funding and work with the
respective school principals to facilitate the process of providing the instructors and coaches for the
three weeks of camp. In turn, the instructors would become city employees for the three-week
schedule. Existing City staff would be utilized for instruction in the areas of emergency preparedness,
bike safety, crime prevention and investigation, and fire safety. The program will be free to all Costa
Mesa residents.
The City will help to promote the camps through the use of the City Recreation Guide and each
respective high school will be responsible for student sign-ups, and running the day to day
operations of the camp at each school site.
ALTERNATIVES CONSIDERED:
The alternative would be to not participate with the school district at this time. This is not the
recommended action. Staff feels adding the proposed classes to the district's existing program will
provide broader opportunities for the youth of Costa Mesa in all areas of developmental growth
including both personal and community awareness.
FISCAL REVIEW:
The estimated cost to the City will be approximately $53,000 ($30,000 for the sports component,
$18,000 for the music component, and $5,000 for the arts and craft component) to hire appropriate
part-time staff and pay for supplies for the summer program. These funds will be allocated in the
fiscal year 2014-2015 budget.
The City will incur no cost associated with the on-site principals and district staff, nor the day to day
supervision of the program, equipment or facilities costs.
Additionally, the City will seek funding from the Costa Mesa Conference and Visitor Bureau's Fiscal
Year 2014-2015 allocation to offset the costs associated with the music and arts and crafts portion of
the program.
LEGAL REVIEW:
No legal review is required.
CONCLUSION:
The proposed additions to the district's existing summer program will provide far reaching impacts
for the youth of Costa Mesa. Therefore, Staff recommends that the City Council direct staff to
establish participation with the district to the existing summer youth sports program in partnership
with the Newport -Mesa Unified School district and move forward with the proposed additional
summer opportunities.
