RECOMMENDATION:
1. Approve Cooperative Agreements between the City of Costa Mesa and the Orange
County Transportation Authority (OCTA) for four (4) Bicycle Corridor Improvement (BCI)
Program projects (Attachments 1, 2, 3, and 4).
2. Authorize the Mayor and City Clerk to execute the above agreements.
BACKGROUND:
The BCI Program is funded using federal Congestion Mitigation and Air Quality (CMAQ) funds,
first authorized under the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991,
and subsequently reauthorized under the Transportation Equity Act for the 21st Century (TEA -
21) in 1998, and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy
for Users (SAFETEA-LU) in 2005, and extended thereafter through several continuing
resolutions. The CMAQ Program provides funding through annual appropriations to OCTA for
transportation -related projects that reduce congestion and improve air quality. OCTA is
responsible for selecting regionally significant projects for Orange County and working with the
State of California Department of Transportation (Caltrans) in administering selected projects.
In April 2012, Public Services staff applied for a BCI Program grant and was successful in
capturing federal funding for four (4) projects which are briefly described below.
Fairview Park Multipurpose Trail: The Fairview Park Multipurpose Trail project includes
construction of a new, eight -foot wide, concrete Class I multipurpose trail for a length of
approximately 5,300 feet within the limits of Fairview Park. Staff captured an $835,959
grant through the BCI Program for the engineering and implementation of the
multipurpose trail. The multipurpose trail is an approved element of the Fairview Park
Master Plan. This grant will require a match share of $411,741, resulting in a total project
of cost $1,247,700.
Placentia Avenue Bicycle Signal: This project will result in the installation of a bicycle
signal at the intersection of the newly constructed Fairview Channel Bicycle Trail and
Placentia Avenue to allow for the safe and controlled crossing of bicyclists and
pedestrians. BCI Program funding of $212,531 was captured for this project which will
require a match share of $31,757, resulting in a total project cost of $244,288.
Bicycle Education: Under this project, bicycle safety education classes will be conducted
at sixteen (16) elementary schools, and four (4) public outreach events will be organized to
educate the public regarding bicycle safety. BCI Program funding of $120,582 was
captured for conducting Bicycle Education classes with a match share requirement of
$18,018, resulting in a total project cost of $138,600.
Bicycle Racks: The project entails the installation of new bicycle racks at several City
facilities such as City Hall, Costa Mesa Tennis CenterNolcom Skate Park, The Farm
Sports Complex, etc. A BIC Program grant of $33,974 was captured for this project. A
match share requirement of $5,076 would be required, resulting in a total project cost of
$39,050.
ANALYSIS:
The attached Cooperative Agreements define the terms and conditions for each of the BCI
Program projects. OCTA will fund, administer, monitor, and audit all the BCI Program projects.
The City of Costa Mesa will be responsible for project implementation and will be required to
provide its match share for each project. The City has been proactive in promoting safe bicycling
and these important projects will continue the City's promotional efforts. Receipt of grant funding
for these projects will also relieve the City from considerable financial responsibility for improving
bicycle infrastructure within the City and providing bicycle education for users in the community.
Staff recommends execution of the Cooperative Agreements to enable the implementation of the
BCI Program projects within the City of Costa Mesa.
ALTERNATIVES CONSIDERED:
One alternative would be not to approve the Cooperative Agreements. However, this alternative
would result in the loss of an opportunity for improving the bicycle infrastructure within the City of
Costa Mesa. Additionally, it will also result in relinquishing the BCI Program federal grant funds
of approximately $1,203,046 captured for these projects.
FISCAL REVIEW:
Match funding of $411,741 for the Fairview Multipurpose Trail project is available from the Capital
Improvement Fund. The match share requirement for the remaining three (3) projects, Placentia
Avenue Bicycle Signal project, Bicycle Education, and Bicycle Racks, in the amounts of $31,757;
$18,018; and $5,076; respectively, will be provided from AQMD funds.
The total BCI Program federal grant funds captured by City staff under these four (4) projects is
$1,203,046 with a total match share requirement of $466,592, resulting in a total project
implementation cost of $1,669,638.
LEGAL REVIEW:
The City Attorney's office has reviewed the attached Cooperative Agreements and has approved
them as to form.
CONCLUSION:
Staff captured BCI Program grant funding for four (4) bicycle projects to improve the City's bicycle
and pedestrian mobility, and recommends that the City Council approve the attached Cooperative
Agreements between the City of Costa Mesa and OCTA for the implementation of these projects.
Staff also requests the City Council's authorization for the Mayor and City Clerk to execute the
agreements.
