Accept the work performed by GMC Engineering, Inc., and authorize the City Clerk to file the Notice of Completion. 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond one (1) year after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On June 18, 2013, a construction contract in the amount of $345,550.50 was awarded to GMC Engineering, Inc., 1401 Warner Ave., Ste. B, Tustin, CA 92780 for the improvement of Wilson Street at Harbor Boulevard Intersection. The work performed at the Harbor Boulevard/Wilson Street Intersection included widening to provide a westbound right -turn lane, reconstruction of the east leg of the intersection by removing the existing large median markers and installing a raised concrete median; modifications to the existing landscaping and irrigation and the traffic signal within the project limits; and all incidental work. Before Improvements Improvements Completed 1 ANALYSIS: The work required by the contract documents was completed on November 8, 2013, to the satisfaction of the City Engineer. The final contract cost amounted to $331,994.50. A report of the final costs is included herein as Attachment 1. A summary of the costs is as follows: Original Contract Cost: $345,550.50 Change Order No. 1 ($134.75) Change Order No. 2 $8,405.00 Final Quantity Adjustment: ($21,826.25) Final Contract Cost: $ 331,994.50 Change Order No. 1 in the amount of ($134.75) was issued for deletions of certain bid items and for additional work including new traffic signal electrical service, relocation of the traffic signal cabinet, and removal of the abandoned storm drain at the Harbor Boulevardmilson Street Intersection. Change Order No. 2 in the amount of $8,405.00 was issued for additional work relating to the new median island construction on Wilson Street. The final contract price reflects a 3.9% decrease to the original contract as a result of the aforementioned change order and final quantity adjustments. As of this date, there are no Stop Notices filed against the monies due to GMC Engineering, Inc. ALTERNATIVES CONSIDERED: There were no alternatives considered for this item. FISCAL REVIEW: This project was fully funded with Measure M2 revenues and Traffic Impact Fees funds. LEGAL REVIEW: There is no legal review required on this item. CONCLUSION: The Wilson Street at Harbor Boulevard Intersection Improvements, City Project No. 13-07 has been completed. It is recommended that the City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.
