RECOMMENDED ACTION:
Approve Change Order No. 1 in the amount of $206,460.00 and authorize the Chief Executive
Officer to execute contract Change Order No. 1 (Attachment 1).
BACKGROUND:
On April 16, 2013, the City Council awarded a construction contract in the amount of
$1,376,938.75 to R. J. Noble Company for the rehabilitation of Red Hill Avenue from Bristol
Street to Paularino Avenue.
The scope of work for this project consists of resurfacing the asphalt concrete pavement on Red
Hill Avenue. In addition, incidental work for this contract includes localized reconstruction of curb
and gutter, cross gutters, and sidewalks; installation of ADA ramps within the project limits;
construction of new concrete bus pads; new traffic striping, loop detector replacement and traffic
control; and all other tasks necessary to execute the contract documents.
ANALYSIS:
During the construction work it became necessary to extend the limits of work at the intersections
of Red Hill Avenue with Paularino Avenue, and Baker Street. The extra work will allow the
contractor to address failed structural pavement sections and provide a smooth transition to the
adjoining pavement sections on both Paularino Avenue and Baker Street.
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to not authorize this change order and to direct
staff to advertise the extra work with another contractor. Since the construction is near completion,
and this extra work is the last item of work, advertising the extra work will delay the completion of
this project. Therefore, this alternative is not recommended
FISCAL REVIEW:
In June 2012, staff was successful in procuring grant funding in the amount of $920,000 through
the State -Local Partnership Program (SLPP) for the rehabilitation of this segment of Red Hill
Avenue. The SLPP grant will cover 50 percent of the total project cost up to $920,000. The
Engineer's estimate for this project was $1,840,000; however the lowest bid was $1,376,938.75.
Therefore, there is sufficient funding available to cover this extra work.
LEGAL REVIEW:
No legal review is required.
CONCLUSION:
During the course of the construction work for the Red Hill Avenue Rehabilitation Project, it has
become necessary to extend the work at the intersections of Red Hill Avenue with Paularino
Avenue, as well as Baker Street. Therefore, it is recommended that the City Council approve
Change Order No. 1, in the amount of $206,460.00 and authorize the Chief Executive Officer to
execute contract Change Order No. 1.
