RECOMMENDATION:
1. Accept the work performed by C.J. Concrete Construction, Inc. and authorize the City Clerk to file
the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days after
the Notice of Completion filing date.
BACKGROUND:
On March 5, 2013, a construction contract in the amount of $770,480.00 was awarded to C.J.
Concrete Construction, Inc., 10142 Shoemaker Avenue, Santa Fe Springs, California, 90670 for the
construction of the City's Annual Parkway Maintenance Program.
The scope of work under this contract consisted of localized reconstruction of damaged curb and gutter,
cross gutter and spandrels, driveway/driveway approach, and sidewalks. In addition, the contractor was
required to remove and replant trees that were causing damage to the parkway improvements. All of the
work was performed in accordance with the contract documents.

ANALYSIS:
This contract positively impacted neighborhoods throughout the City by reconstructing approximately
30,600 square feet of damaged sidewalk and 75 driveways; and removing and reconstructing
approximately 13,067 linear feet of curb and gutter. In addition, 1,150 linear feet of new sidewalk was
installed to improve pedestrian accessibility. This project will significantly reduce the City's liability
associated with damaged concrete parkway improvements in these areas. The work required by the
contract documents was completed on November 21, 2013 to the satisfaction of the City Engineer. The
final contract cost amounted to $770,467.00. A report of the final costs is included herein as Attachment
A summary of the costs is as follows:
Original Contract Cost: $770,480.00
Final Quantity Adjustments: ($13.00
Final Contract Cost: $770,467.00
The final contract price reflects a less than one percent decrease to the original contract as a result of
the aforementioned final quantity adjustments.
A listing of the parkway repair and new sidewalk construction locations completed with this contract is
shown herein as Attachment "2". Each street was reviewed, prioritized, and repaired based on the
City's parkway repair criteria.
As of this date, there are no Stop Notices filed against the monies due to C.J. Concrete Construction,
Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Gas Tax revenue and Measure "M" funds from the Fiscal Year 2012-2013
budget.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Parkway Concrete Repair and New Sidewalk Construction Project, City Project No. 12-18, has
been completed. It is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date; and release
the bonds accordingly.
