OF TRANSPORTATION (CALTRANS) FOR SHARING OF CLOSED CIRCUIT
TELEVISION (CCTV) VIDEOS

RECOMMENDATION:
Approve the attached Memorandum of Understanding (Attachment 1) between the
City of Costa Mesa and the State of California Department of Transportation
(Caltrans) for the purpose of sharing Closed Circuit Television (CCTV) video
images/streams between Caltrans, participating cities in Orange County, and the
City of Costa Mesa.
2. Authorize the Chief Executive Officer and the City Clerk to execute the above
agreement.
BACKGROUND:
Caltrans has secured a grant towards the implementation of technology in the City's
Traffic Management Center for exchanging CCTV images/streams (view only) for the
purpose of congestion monitoring, traffic management, and incident management. The
City of Costa Mesa currently operates 21 CCTV cameras located throughout the City.
Of these cameras, the City currently shares three (3) with Caltrans as they were
implemented as a joint project. These cameras are located adjacent to the 1-405
Freeway at Harbor Boulevard, Fairview Road, and Bristol Street. Caltrans also
currently shares four (4) of their cameras along the SR -55 Freeway with the City.
Caltrans, with its new project, is developing a countywide project that will allow for
sharing of CCTV images/videos between jurisdictions as well as Caltrans. The Cities
will retain full control of the CCTV cameras and the participating agencies and Caltrans
will only be able to view the images/videos of agency -selected CCTV cameras. The City
of Costa Mesa's CCTV cameras selected for this MOU are included in Attachment 2.
The City's Transportation Services Manager will approve any future modifications of
these locations.
ANALYSIS:
The attached Memorandum of Understanding (MOU) establishes roles and
responsibilities of each agency for the implementation of the CCTV Interoperability

Project. The MOU defines operational restrictions, rights of each jurisdiction in limiting
the CCTVs to be shared, and the implementation timeline. Several agencies throughout
Orange County have expressed support for this program, including the neighboring
jurisdictions. The City would benefit from this program as it would allow staff to view
videos from CCTVs of neighboring jurisdictions and Caltrans. There will not be any
impact to the City's system as the proposed technology will be limited to transmission of
images only. This project will enhance interagency cooperation and could potentially
play an important role during emergencies.
ALTERNATIVES CONSIDERED:
One alternative would be to not approve the MOU. However, this alternative would
preclude the City from participating in this project and the City would not be able to share
its CCTV images or view images from neighboring jurisdictions.
FISCAL REVIEW:
The project will be fully implemented by Caltrans with their grant. There is no cost to the
City for project implementation or during the three-year maintenance period. The City
does not anticipate any follow-up funding needs at the conclusion of this project.
LEGAL REVIEW:
The City Attorney's office has reviewed the attached MOU and has approved the
document relative to form.
CONCLUSION:
Staff recommends that the City Council approve the attached MOU and authorize the
Chief Executive Officer and City Clerk to sign. This will facilitate the implementation of the
CCTV Interoperability Project that would allow for video sharing of CCTVs between
participating Orange County agencies and Caltrans.
