RECOMMENDATION:
1. Adopt plans, specifications, and working details for the Wallace Avenue Improvements from
West 19th Street to Hamilton Street, City Project No. 14-03.
2. Award a construction contract to Copp Contracting, Inc., 6751 Stanton Avenue, Buena Park,
California 90621, in the amount of $366,188.55.
3. Approve Budget Adjustment No. 14-029 (Attachment 1) in the amount of $122,000.
4. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
Based on staff's observations and recommendations from the City's Pavement Management
System, Wallace Avenue from West 19th Street to Hamilton Street is in need of pavement
rehabilitation. Wallace Avenue is located within a low to moderate income residential area,
which is eligible for the Community Development Block Grant federal funding.
ANALYSIS:
The pavement rehabilitation process for Wallace Avenue consists of mill and Asphalt Concrete
overlay of pavement, removal and reconstruction of damaged curb and gutter, driveways and
sidewalk, and other incidental work needed to complete the project in accordance with the
contract documents.
The City Clerk received and opened nine (9) bids for this project on March 24, 2014. Copp
Contracting, Inc., was the apparent low bidder with a base bid proposal of $366,188.55. The
Engineer's estimate was $392,778.50; and the average of the nine (9) bids received for this
project amounted to $422,089.91.
An analysis of the bids indicates that the apparent low bidder submitted a proposal for the base
bid that is approximately seven (7%) percent lower than the Engineer's estimate. The variance
between the low bidder and the Engineer's estimate may be attributed to the highly competitive
conditions prevalent in the construction industry at this time. The Bid Abstract is included as
Attachment 2.

The license and references of Copp Contracting, Inc., have been checked and staff has found
them to be in good standing.
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all the bids. If all the bids were rejected,
the City would need to readvertise or cancel the project. Staff believes that readvertising the
project will not result in lower bids.
FISCAL REVIEW:
In Fiscal Year 2013-2014, City Council allocated $250,000 from CDBG Funds towards
rehabilitation of Wallace Avenue. The attached Budget Adjustment No. 14-029, in the amount of
$122,000, will provide sufficient funding to move forward with the construction.
