RECOMMENDATION:
1. Adopt plans, specifications, and working details for the Pomona Avenue Alley (Alley No. 5),
Mendoza Drive Alleys (Alley No. 51 and Alley No. 119), Beach Street Alley (Alley No. 124),
and Velasco Lane Alley (Alley No. 125) Improvement Project - City Project No. 14-06.
2. Award a construction contract to Black Rock Construction Company, 615 N. Berry Street, Unit
G, Brea, CA 92821, in the amount of $537,683.00.
3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
The City owns and maintains 129 alleys. In November 20, 2007, a Citywide Alley Improvement
Report was presented to the City Council. At that meeting, Council approved a City Alley
Improvement Priority List to address the City's alley system beginning with those alleys most in
need of improvements. This project will include rehabilitation of the following alleys (Attachment
1):
1. Pomona Avenue Alley (Alley No. 5) — located between Pomona Avenue, Placentia
Avenue, Ohm Way, and West 16th Street.
2. Mendoza Drive Alley (Alley No. 51) located between Mendoza Drive, Grace Lane,
Baker Street, and Monterey Avenue.
3. Mendoza Drive Alley (Alley No. 119) located between Mendoza Drive, Ballow Lane,
Monterey Avenue, and EI Camino Drive.
4. Beach Street Alley (Alley No. 124) located between Meyer Place, Pomona Avenue,
Beach Street, and W. 19th Street.
5. Velasco Lane Alley (Alley No. 125) located between Velasco Lane and La Salle
Avenue, and north of Sonora Road.
ANALYSIS:
The pavement rehabilitation process for the Pomona Avenue Alley, Mendoza Drive Alleys,
Beach Street Alley, and Velasco Lane Alley consists of removal of the existing asphalt concrete
alley sections and construction of new Portland Cement Concrete (PCC) pavement sections,
and other incidental work needed to complete the project in accordance with the contract
documents.

The City Clerk received and opened six (6) bids for this project on April 14, 2014. Black Rock
Construction was the apparent low bidder with a bid proposal of $537,683.00. The Engineer's
estimate was $620,844.00; and the average of the six (6) bids received amounted to
$559,088.50. An analysis of the bids indicates that this apparent low bidder submitted a base
bid proposal that is 13.4% lower than the Engineer's estimate. The variance between the low
bidder and the Engineer's estimate may be attributed to the highly competitive conditions
prevalent in the construction industry at this time. The Bid Abstract is included as Attachment 2.
The license and references of Black Rock Construction Company were checked and staff has
found them to be in good standing. Black Rock Construction Company has successfully
completed other City projects, including most recently, rehabilitation of Alley No. 28 (located
south of Baker Street), Alley No. 29 (located west of Harbor Boulevard), Alley No. 30 (located
north of Ponderosa Street), Alley No. 47 (between Cleveland Avenue and Coolidge Avenue and
from Baker Street to Paularino Avenue), Alley No. 116 (east of Newport Boulevard from 23rd
Street to Wilson Street), the northerly portion of Alley No. 75 (west of Fullerton Avenue and
south of Flower Street), and Alley No. 76 (south of Flower Street from Alley No. 75 to Fullerton
Avenue).
ALTERNATIVES CONSIDERED:
The alternative to this Council action would be to reject all the bids. If all the bids are rejected, the
City would need to readvertise or cancel the project. Staff believes that readvertising the project
will not result in lower bids.
FISCAL REVIEW:
Funding for this project has been budgeted in Fiscal Year 2013-2014 with the use of Gas Tax
Funds.
LEGAL REVIEW:
Black Rock Construction has furnished the necessary bonds and insurance, which were approved
as to form by the City Attorney. After the award and subsequent execution of the contract, a
"Notice to Proceed" will be issued.
CONCLUSION:
The advertisement and bid opening for the Pomona Avenue Alley (Alley No. 5), Mendoza Drive
Alleys (Alley No. 51 and Alley No. 119), Beach Street Alley (Alley No. 124), and Velasco Lane
Alley (Alley No. 125) Improvement Project, City Project No. 14-06, has been completed. It is
recommended that the City Council adopt the plans, specifications, and working details for said
project; award the contract to the apparent low bidder, Black Rock Construction, in the amount of
$537,683.00; and authorize the Mayor and the City Clerk to execute the Public Works Agreement.
