RECOMMENDATION:
1. Adopt plans, specifications, and working details for the Harbor Boulevard Improvements from
South Coast Drive to Sunflower Avenue, City Project No. 14-07.
2. Reject the bid submitted by STL Landscape, Inc., 8122 Compton Avenue, Los Angeles,
California, 90001.
3. Award a construction contract to All American Asphalt, P.O. Box 2229, 400 E. Sixth Street,
Corona, California 92878, in the amount of $769,769.00.
4. Authorize the Mayor and the City Clerk to execute the Public Works Agreement.
BACKGROUND:
The intent of the proposed project is to improve traffic operations along northbound Harbor
Boulevard, north of South Coast Drive. A few years ago, the City implemented improvements at
the Harbor Boulevard/1-405 Interchange and along northbound Harbor Boulevard to just north of
the South Coast Drive intersection. This project resulted in the addition of a fourth northbound
through lane between the 1-405 southbound onramp and north of South Coast Drive. This fourth
lane was terminated just south of the Law Court intersection due to funding and right-of-way
constraints. The proposed project will extend the fourth northbound through lane along Harbor
Boulevard from south of Law Court to Sunflower Avenue. At Sunflower Avenue, the fourth
northbound through lane becomes a right -turn lane. The project will also include signal
modifications at Harbor Boulevard - Law Court and Harbor Boulevard - Sunflower Avenue
intersections to accommodate the proposed widening. The project will meet the recommended
roadway width s/geometrics as specified in the Harbor Boulevard Smart Street Study as well as
the Orange County Transportation Authority (OCTA) Master Plan of Arterial Highways (MPAH).
ANALYSIS:
The City Clerk received and opened seven (7) bids for this project on April 14, 2014. However,
the bid submitted by the apparent low bidder, STL Landscape, Inc., did not comply with the City's
directions in completing the bid proposal and was determined to be a non-responsive bid;
therefore it is recommended that their bid is rejected. The second apparent low bidder, All
American Asphalt, submitted a bid proposal in the amount of $769,769.00 and is recommended
for acceptance. The Engineer's estimate for this work was $852,669.50; the average of the
remaining six (6) bids received amounted to

ALTERNATIVES CONSIDERED:
$875,316.98. An analysis of the bids indicates that
American Asphalt, submitted a bid proposal that is
for this award. The Bid Abstract is included as
The alternative to this Council action would be to reject all of the bids and rebid the project. If the
bids are rejected, the City would need to cancel this project. Staff believes that readvertising and
rebidding the project will not result in lower bids.
FISCAL REVIEW:
Funding for the Harbor Boulevard widening project is available from the OCTA Measure M2 grant
of $577,326.75. The OCTA grant requires a 25% matching by the City. The City will commit
$84,193.48 in Air Quality Management District (AQMD) funds and $108,248.77 in Traffic Impact
Fees for a total of $769,769.00 for the construction of this project.
LEGAL REVIEW:
All American Asphalt has furnished the necessary bonds and insurance, which have been
approved as to form by the City Attorney's office. After the award and subsequent execution of
the contract, a "Notice to Proceed" will be issued.
CONCLUSION:
The City has received bids for the Harbor Boulevard Improvements from South Coast Drive to
Sunflower Avenue, City Project No. 14-07. Staff has evaluated all of the bids and recommends
that the City Council adopt the plans, specifications, and working details for said project; reject the
bid submitted by STL Landscape, Inc.; award a contract to the next apparent low bidder, All
American Asphalt, in the amount of $769,769.00; and authorize the Mayor and the City Clerk to
execute the Public Works Agreement.
