RECOMMENDATIONS:
1. Award a Professional Services Contract for an amount not to exceed $120,364 to
CivilSource, Inc., 9890 Irvine Center Drive, Irvine, CA 92618, for Construction Management
and Inspection Support Services for the Harbor Boulevard Widening project; and
2. Authorize the Mayor and the City Clerk to execute the Professional Services Agreement
(Attachment 1).
BACKGROUND:
The intent of the proposed project is to improve traffic operations along northbound Harbor
Boulevard, north of South Coast Drive. A few years ago, the City implemented improvements at
the Harbor Boulevard/1-405 Interchange and along northbound Harbor Boulevard to just north of
the South Coast Drive intersection. This project resulted in the addition of a fourth northbound
through lane between the 1-405 southbound onramp and north of South Coast Drive. This fourth
lane was terminated just south of the Law Court intersection due to funding and right-of-way
constraints. The proposed project will extend the fourth northbound through lane along Harbor
Boulevard from south of Law Court to Sunflower Avenue. At Sunflower Avenue, the fourth
northbound through lane becomes a right -turn lane. The project will also include signal
modifications at Harbor Boulevard/Law Court and Harbor Boulevard/Sunflower Avenue
intersections to accommodate the proposed widening. The project will meet the recommended
roadway widths/geometrics as specified in the Harbor Boulevard Smart Street Study as well as the
Orange County Transportation Authority's (OCTA) Master Plan of Arterial Highways (MPAH).
On June 5, 2014, the Costa Mesa City Council awarded a construction contract in the amount of
$769,769.00 for the Harbor Boulevard Widening project to All American Asphalt. Work on this
project is anticipated to begin in July 2014.
ANALYSIS:
On May 16, 2014, the City issued a Request for Proposals (RFP) for construction management
and inspection support services for the Harbor Boulevard Widening project. The services
requested include daily inspection of the contract work, preparing daily and weekly reports,
reviewing and responding to Requests for Information (RFIs), reviewing contractor invoices,
managing Contract Change Orders (CCOs), and performing other required duties for successful
execution of the project. The City Project Manager will have final authority to approve all CCOs
and authorize payments to the contractors.
The City received three (3) proposals in response to the RFP. All proposals were reviewed for
compliance with the City's RFP, and the consultants were evaluated based on project
understanding, depth of experience, technical expertise, ability to meet the schedule, and
associated factors. Following a detailed review of the proposals and the interview process, the City
selected CivilSource, Inc. to perform the requested construction management services.
CivilSource's proposal was considered highly responsive to the City needs and demonstrated their
ability to successfully execute similar projects based on their prior experience and expertise. While
not a factor in the initial selection process, the cost to provide the required services at $120,364
was also the lowest among the proposals received.
Staff requests that City Council approve the award of a Professional Services Agreement to
CivilSource, Inc. for Construction Management services.
ALTERNATIVES CONSIDERED:
One alternative would be to perform the work in-house. However, the extensive scope and
demands of the project exceed staff's resources and time.
FISCAL REVIEW:
Public Services staff was successful in capturing Measure M2 grant funding in the amount of
$748,800 towards the implementation of this project. The grant requires a 25% funding match by
the City. The City will commit $109,200 in Air Quality Management District (AQMD) funds and
$140,400 in Traffic Impact Fees for a total of $998,400 for the construction of this project. The
required funding was included in the Fiscal Year 2012-13 Budget. A portion of these funds will be
allocated towards the construction management services.
LEGAL REVIEW:
The City Attorney's office has reviewed the attached professional services agreement and has
approved the document relative to form.
After careful review of the various proposals and follow-up interviews with the consultants for the
Construction Management and Inspection Support Services, staff recommends that the City
Council award a professional services contract to CivilSource, Inc. in an amount not to exceed
$120,364. Further, staff requests that the City Council authorize the Mayor and the City Clerk to
execute the attached Professional Services Agreement (Attachment 1).
