HSIPL-5312 (085), CITY PROJECT NO. 13-13 DATE: JUNE 19, 2014 FROM: PUBLIC SERVICES DEPARTMENT/ENGINEERING DIVISION PRESENTATION BY: ERNESTO MUNOZ, PUBLIC SERVICES DIRECTOR FOR FURTHER INFORMATION CONTACT: FARIBA FAZELI, CITY ENGINEER, (714) 754-5335 RECOMMENDATION: Adopt plans, specifications, and working details for the Sunflower Avenue at Anton Boulevard Traffic Signal Modification, Federal Project No. HSIPL-5312 (085), City Project No. 13-13. 2. Award a construction contract to PTM General Engineering Services, Inc., 5942 Acorn Street, Riverside, CA 92504, in the amount of $238,823.00. 3. Authorize the Mayor and the City Clerk to execute the Public Works Agreement. BACKGROUND: This project will mitigate current congestion and operational problems occurring daily at the Anton Avenue -Sunflower Avenue intersection. Staff applied for and received a Highway Safety Improvement Program (HSIP) Grant for this project to implement capacity enhancements at the intersection. The scope of work proposes traffic signal modifications and include the addition of protected left -turn signal phasing, enhanced safety lighting, various bicycle and pedestrian improvements, radar speed signs, and other engineering improvements. These improvements are needed to address the intersection safety concerns associated with the proximity to the freeway on- ramp and the high volume of traffic in the morning and afternoon peak hours. ANALYSIS: The City Clerk received and opened seven (7) bids for this project on May 13, 2014. PTM General Engineering Services, Inc. was the apparent low bidder with a bid proposal of $238,823.00. The Engineer's estimate for this work was $239,650.00; and the average of the seven (7) bids received amounted to $252,253.18. An analysis of the bids indicates that the apparent low bidder's proposal is less than one (1%) percent lower than the Engineer's estimate. The Bid Abstract is included as Attachment 1. The license and references of PTM General Engineering Services, Inc. were checked, and staff has found them to be in good standing. PTM General Engineering Services, Inc. satisfactorily completed the Baker Street and Mendoza Drive Traffic Signal Modification project in 2009 and is currently finalizing the Victoria Street and Valley Road/Pacific Avenue Intersection Improvements Project. ALTERNATIVES CONSIDERED: The alternative to this Council action would be to reject all the bids. If all the bids were rejected, the City would then be required to re -advertise or to cancel the project. Staff believes that re - advertising the project will not result in lower bids. FISCAL REVIEW: A Federal grant will reimburse the City for ninety (90%) percent of the eligible items of work. Funding for the City's share of this project is available from Air Quality Management District (AQMD) funds. LEGAL REVIEW: PTM General Engineering Services, Inc. has furnished the necessary bonds and insurance, which have been approved as to form by the City Attorney's office. After the award and subsequent execution of the contract, a "Notice to Proceed" will be issued. CONCLUSION: The City has received bids for the Sunflower Avenue at Anton Boulevard Traffic Signal Modification Project, Federal Project No. HSIPL — 5312 (085), City Project No. 13-13. Staff has evaluated all of the bids and recommends that the City Council adopt the plans, specifications, and working details for said project; award the contract to the apparent low bidder, PTM General Engineering Services, Inc., in the amount of $238,823.00; and authorize the Mayor and the City Clerk to execute the Public Works Agreement.
