HomeMy WebLinkAbout37 - NB-3 - Council Authorization for the Implement. - 7/1/2014CITY COUNCIL AGENDA REPORT MEETING DATE: July 1, 2014 ITEM NUMBER: SUBJECT: COUNCIL AUTHORIZATION FOR THE IMPLEMENTATION OF SECURITY CAMERA SYSTEMS AT VARIOUS LOCATIONS INLCUDING THE CITY CORPORATION YARD FACILITY, KEY ACCESS POINTS ALONG THE JOANNE BIKE TRAIL, THE EXTERIOR AREA SURROUNDING THE SENIOR CENTER, THE VOLCOM SKATE PARK, AND VARIOUS LOCATIONS IN FAIRVIEW PARK DATE: JUNE 18, 2014 FROM: OFFICE OF THE CEO PRESENTATION BY: DANIEL K. BAKER FOR FURTHER INFORMATION CONTACT: DAN BAKER @ (714) 754-5156 RECOMMENDATION: It is recommended that the City Council authorize staff to proceed with the planning and bid process for security camera systems for the following facilities/areas: 1. City Corporation yard facility at 2300 Placentia, and 2. locations along the Joanne Bike trail to provide enhanced security for pedestrian users and monitoring of graffiti activity, and 3. Costa Mesa Senior Center to provide enhanced security for users of the facility. Cameras will be installed on the exterior only, and 4. Volcom skate park to provide enhanced security, and 5. Strategic locations in and around Fairview Park BACKGROUND: In an effort to meet the current demands for safety for both individuals and employees, in January 2013, the City Council voted to expand the existing security camera system at City Hall and install a new system at Lion's park. The current system now covers all ingress and egress points at City Hall and provides real-time and recorded law enforcement monitoring of key areas in and around Lion's park. The cameras in Lions Park have been useful and no complaints have been received related to the cameras. Currently, the corporation yard facility does not have a security camera system. Although mostly surrounded by fencing and locked and secured in the evenings, there have been a number of incidents that have placed employees in situations where safety has been an issue and where theft of City equipment and supplies has occurred. A new system will 1 allow coverage of all access points to the facility and provide after -hour exterior monitoring of the facility. No cameras are planned for the interior of the buildings. Additionally, the Joanne Bike trail is utilized by individuals to move quickly from central Costa Mesa via biking and or walking to access points throughout the west side of Costa Mesa. As the trail moves along the south side of the Costa Mesa Golf Course, a number of access points exist for entry and exit. It is at these points that heavy graffiti is reported on a weekly basis. Due to this heavy graffiti, it is requested that cameras be strategically installed to provide additional safety to pedestrians and to provide monitoring for the increased graffiti that is being reported along the trail. Lastly, the installation of camera systems will also greatly enhance the safety and security at the Senior Center, Skate Park and Fairview Park. Cameras at these locations will allow remote viewing capability and recorded monitoring to augment law enforcement and promote safety. ANALYSIS: An installation of state-of-the-art security camera systems will allow for in-house viewing capabilities, digital recording to allow integration with the city's computer system, and 360 degree views of access points at the aforementioned facilities. Additionally, camera coverage at strategic access points along the Joanne bike trail will increase pedestrian safety and discourage excessive graffiti activity that is currently being reported on a weekly basis. The proposed digital recording system will allow for both the City Yard and bike trail feed to be transmitted and stored at the corporation yard for recording and/or real time viewing. This will afford both key police and city personnel the opportunity to track and monitor specific hot spots along the trail from an offsite location. Due to the complex nature of the installation along the bike trail and the other mentioned sites, staff will work with the City's existing security system contractor to formulate a bid proposal to ensure that the same level of security is maintained and ensure a seamless integration with the City's existing systems. ALTERNATIVES CONSIDERED: The City Council may elect not to move forward with obtaining bids for the installation of cameras in certain locations/areas. FISCAL REVIEW: The recommended action will result in an implementation cost for all facilities/areas of approximately $150,000-$250,000, based upon preliminary estimates. Funds for the installation(s) will come from existing contingency funding. These dollar figures are based upon all facilities having cameras installed. These approximate costs could change if not all the facilities are considered. The exact costs will be determined through the competitive bidding process with the selected vendor and proposed contract amount coming back to the City Council for approval. 1► LEGAL REVIEW: As the City moves forward with the bidding and design of the system(s), further legal analysis will take place regarding appropriate placement of the cameras. CONCLUSION: It is recommended that the City Council discuss and provide direction for the implementation of security camera system installations at the City's corporation yard facility, strategic locations along the Joanne bike trail, Costa Mesa senior center, Volcom skate park, and various locations in Fairview park.
