RECOMMENDATIONS
The Planning Commission recommends that the City Council take the following actions
with regard to the proposed ordinance adopting modifications to Title 13, Chapter IX,
Article 8 of the Costa Mesa Municipal Code with regard to motels ("Motel Ordinance"):
• That City Council find that the proposed ordinance is exempt from California
Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (General Rule)
of CEQA because there is no possibility that the proposed amendment to the
Zoning Code will have a significant effect on the environment.
• That City Council approve and give first reading to the proposed ordinance.
Please refer to the Planning Commission staff report dated June 23, 2014 (Attachment 3)
for detailed information and analysis related to the proposed ordinance. Per the direction
of the Planning Commission, under Section 13-177 of the proposed ordinance, an
additional criteria for long-term occupancy units was added:
G. Each guest room shall have a fully equipped kitchen with an area for the
preparation of food, and include the following: sink, cook top, oven and/or
microwave oven, and refrigerator.
