HomeMy WebLinkAbout96-02 - Limit Number of Consecutive Terms City Council Member may ServeRESOLUTION NO. 96-2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING A PROPOSAL TO LIMIT THE NUMBER OF CONSECUTIVE TERMS A MEMBER OF CITY COUNCIL MAY SERVE ON THE CITY COUNCIL, AND SUBMITTING THE PROPOSED MEASURE TO THE SUPERVISORS OF THE COUNTY OF ORANGE TO BE PLACED ON THE BALLOT FOR THE GENERAL MUNICIPAL ELECTION OF SAID CITY TO BE HELD ON NOVEMBER 5, 1996. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City Council of the City of Costa Mesa will hold a General Municipal Election in said City on November 5, 1996, for the purpose of electing three (3) members to the City Council of said City for the full term of four (4) years; and WHEREAS, the City Council of the City of Costa Mesa desires to submit to the voters of the City at the General Municipal Election a proposed measure to limit the number of consecutive terms a member of the City Council may serve on the City Council; and WHEREAS, the City Council is authorized and directed by California Government Code Section 36502(b) to submit the proposed measure to the voters; NOW, THEREFORE, BE IT RESOLVED: SECTION 1. That pursuant to the requirements of the laws of the State of California relating to general law cities, there is submitted to the Board of Supervisors of Orange County a measure to be placed on the ballot for the General Municipal Election to be held on November 5, 1996, to read as follows: "Should the City adopt an ordinance to add Section 2-24 to Chapter II of Title 2 of the Costa Mesa Municipal Code to read as follows: Section 2-24. Term Limits for Members of the City Council. The number of terms a member of the City Council may serve on YES the City Council shall be limited to two (2) consecutive terms of four (4) years each. " NO SECTION 2. That in all particulars not recited in this resolution, the election shall be held and conducted as provided by law for holding municipal elections. SECTION 3. That the City Clerk of the City of Costa Mesa is hereby directed to file certified copies of this resolution with the Board of Supervisors and Registrar of Voters of the County of Orange. IN WITNESS WHEREOF, I have hereunto set my hand and affixed the Seal of the City of Costa Mesa this 3rd day of January, 1996. l Lg'- �- Deputy City'-2rk and ex -officio Clerk of the City Counof the City of Costa Mesa BALLOT MEASURE TO BE SUBMITTED DIRECTLY TO THE VOTERS The City Attorney has prepared the following title and summary for the chief purpose and points of the proposed measure: INITIATIVE ON WHETHER THE CITY OF COSTA MESA SHOULD ADOPT AN ORDINANCE TO LIMIT THE NUMBER OF CONSECUTIVE FOUR (4) YEAR TERMS A MEMBER OF THE CITY COUNCIL MAY SERVE ON THE CITY COUNCIL. A. BACKGROUND: The City of Costa Mesa ("City") currently has no limitation for the number of four (4) year terms a member of the City Council may serve. B. PROPOSAL: The chief purpose of the measure is to direct the City on whether it should adopt an ordinance to add to the Costa Mesa Municipal Code a limit on the number of consecutive four (4) year terms a member of the City Council may serve.
