HomeMy WebLinkAbout06/11/1991 - City Council Special MeetingSPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA June 11, 1991 The City Council of the City of Costa Mesa, California, met in special session June 11, 1991, at 6:35 p.m., immediately following the special joint study session of the City Council and the Costa Mesa Planning Commission, which began at 5:00 p.m. in the fifth -floor conference room of City Hall, 77 Fair Drive, Costa Mesa. Notice of the special meeting was posted as required by law. ROLL CALL Council Members Present: Mayor Mary Hornbuckle Vice Mayor Sandra Genis (Arrived at 6:40 p.m.) Council Member Peter Buffa Council Member Jay Humphrey Council Members Absent: Council Member Edward Glasgow Officials -Present: City Manager Allan Roeder City Attorney Thomas Kathe City Clerk Eileen Phinney Mayor Hornbuckle opened the special meeting, called for the purpose of determining whether a closed session was necessary to discuss with legal counsel the process for filling the vacancy caused by the resignation of Council Member Edward Glasgow effective June 15, 1991. The City Attorney stated that the appointment or nomination of a Council Member could not be done in closed session; how- ever, the process of appointment versus special election or interim appointment before special election could be discussed in closed session. ADJOURNMENT TO CLOSED SESSION At the request of Council Member Buffa, the Mayor adjourned the meeting to a closed session at 6:40 p.m. Vice Mayor Arrived Vice Mayor Genis arrived at 6:40 p.m. The City Clerk was excused from the meeting before the City Council convened in closed session. MEETING RECONVENED The Mayor adjourned the closed session and reconvened the open session at 7:00 p.m. Council Members expressed opinions on the process of selecting candidates for the vacated Council seat. Questions were asked of the City Attorney regarding procedures and legal ramifications of the options available. Mayor Hornbuckle asked the City Manager if it would be possible for Council Members to submit lists of -individuals to -his office and have the results tabulated as done for the Planning Commission and Transportation Commission appointments. The City Manager indicated that it could be done and the City Attorney reaffirmed that such information would be subject to public inspection. After further discussion, Council took no action. The Mayor reaffirmed that the matter would be on the Council agenda of June 17, 1991.
